GENERAL CONTEXT 

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MAIN PURPOSE 

Senior technology & systems leader of MSF OCBA & MSF Spain, responsible for defining and overseeing the organisation’s IT strategy, digital transformation agenda, and technology delivery. The role ensures that IT capabilities – including infrastructure, data, security, and innovation – are strategically aligned with MSF OCBA’s mission and operational priorities, while actively contributing to MSF’s broader international technology agenda. 

 

JOB OVERVIEW 

The Projects & IT Leader provides strategic leadership across all dimensions of IT in MSF OCBA and MSF Spain: technology architecture and cybersecurity, data strategy, IT projects and portfolio management, and digital transformation. This role leads a multidisciplinary team organised in six structural units and an additional one for a large program, oversees significant investments, and ensures high-quality service delivery across HQ (inc. regional offices) and field missions. Beyond OCBA, the role holds a key international dimension as a core member of the MSF Information Systems Management (ISM) platform, contributing to movement-wide technology governance and intersectional initiatives. 

 

RESPONSIBILITIES AND MAIN TASKS   

Strategic Leadership & Governance 

  1. Define and implement the OCBA and MSF Spain IT strategy and the digital transformation agenda, aligned with the organization’s vision and strategic priorities. 

  1. Design and oversee the annual IT planning and budgeting processes, ensuring cost efficiency and maximising the return on technology investments in alignment with OCBA’s strategic ambitions. 

  1. Lead the development of the Projects & IT Office’s organizational structure, ensuring efficient use of resources and consistency with MSF’s operational model. 

Project & Portfolio Management 

  1. Lead the definition and management of the IT project portfolio, including governance, change management, and service integration strategies. 

  1. Guide and support Heads of Units and Project Managers in the execution of strategic initiatives and project delivery. 

  1. Champion and drive the adoption of best practices and methodologies in IT service and project management to enhance efficiency and transparency. 

Technology, Data & Innovation 

  1. Ensure the organisation’s technology architecture and infrastructure strategies support long-term scalability, reliability, interoperability, and alignment with the organization’s strategic ambitions. 

  1. Ensure the development and implementation of innovative solutions and technology platforms, notably artificial intelligence (AI) capabilities, that support MSF OCBA’s mission. 

  1. Oversee the OCBA data strategy, ensuring staff have effective access to quality data and information, and fostering alignment with global MSF frameworks to enable interoperability and mutualization. 

  1. Ensure the organisation’s IT risk management and cybersecurity governance frameworks are fit for purpose, overseeing incident response capabilities and ensuring organisational resilience against technology-related threats. 

  1. Promote a culture of knowledge management and organizational learning within the Projects & IT teams, ensuring institutional memory is retained and continuously built upon. 

Stakeholder Engagement, Change Management & International Representation 

  1. Facilitate change management processes to support the adoption of new tools, systems, and quality approaches across the organization. 

  1. Represent the IT area in international forums, specially as a core member of the international Information Systems Management (ISM) governance platform, and ensure alignment with global MSF initiatives and standards. 

  1. Build and nurture strategic relationships with internal OCBA & MSF Spain departments, external partners and other MSF ODs, sections and entities (specially SITS and TEMBO) to foster collaboration, drive innovation and ensure value delivery. 

 

ROLE’S SPECIFIC ELEMENTS 

  • High-pressure environment with limited resources. Frequent adaptation to changing priorities. 

  • Coordination across diverse teams and international platforms. Periodic field visits to assess needs and ensure delivery. 

 

SELECTION CRITERIA 

  • Degree in Engineering (Industrial, IT/Computer Science, Electrical, Telecommunications), Business Administration, Economics or a related field is required.  

  • Minimum of 10 years of experience in IT, including at least 7 years in senior leadership roles, preferably within complex international or multi-stakeholder environments.  

  • Proven experience leading large IT teams, defining and implementing IT strategies, and driving digital transformation or organizational change initiatives.  

  • Experience working in international organisations, NGOs or multi-stakeholder environments. Previous experience with Médecins Sans Frontières and/or field experience will be considered a strong asset. 

  • Fluency in Spanish and English is required. French will be considered an asset. 

  • Strong experience in enterprise architecture, IT project and service management, budget oversight and governance frameworks.  

  • Solid understanding of information security, risk management, data management, analytics and emerging AI trends.  

  • Professional certifications such as ITIL, PMP, PRINCE2, CISM/CISSP, TOGAF or COBIT will be highly valued.  

 

CONDITIONS 

  • Position based in any MSF-OCBA hub (Amman, Barcelona, Bogota, Dakar and Nairobi). Final location will depend on the employability of the selected candidate (e.g. residency, work permit, etc.). 

  • Full-time position.  

  • Annual Gross Salary: level HQ-6 + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions. 

  • Duration: Mandated position with minimum 3-year moral commitment, with a maximum term of 6 years. 

  • Starting date: 1st September 2026.
