GENERAL CONTEXT  

Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. 

 

MAIN PURPOSES 

Support the implementation of effective and compliant Procurement operations across MSF OCBA missions, in alignment with operational priorities, MSF policies and OCBA strategy, to ensure the timely and agile availability of quality goods and services for medical operations. 

 

JOB OVERVIEW 

The MST Procurement works under the line management of the Head of Log Ops, in close functional collaboration with the Procurement coordinator and Supply Chain Coordinator. The role provides focused, hands‑on support for definition and implementation of mission‑level procurement strategies, ensuring compliance with MSF policies, mitigating procurement risks, strengthening field procurement capacity, and contributing to performance monitoring and continuous improvement of procurement processes. 

 

TASKS/RESPONSIBILITIES 

  1. Contribute to the definition and support the implementation of mission-level procurement strategies, to ensure alignment with operational priorities, context constraints and OCBA supply chain and procurement objectives. 
  2. Based on missions’ requests, support procurement activities end-to-end, including planning, market analysis, supplier selection, tendering, contracting, purchasing, follow-up, and coordination with transport and importation stakeholders, to ensure timely, cost-effective, and compliant procurement. 
  3. Strengthen procurement capacity within the missions through functional support, coaching, mentoring, briefings, debriefings, and on‑the‑job training during regular field visits, ensuring sustainable skills development and adherence to MSF procurement standards. 
  4. Contribute to the dissemination, application, and contextual adaptation of procurement, procedures, tools, and best practices, guaranteeing compliance with MSF standards and justified management of exceptions. 
  5. Support monitoring and analysis of procurement performance, using KPIs, reporting, and data analysis to identify gaps, recommend improvements, and contribute to procurement performance. 
  6. Contribute to knowledge capitalization, transversal projects, and procurement improvement initiatives, sharing lessons learned and supporting institutional learning and continuous improvement of procurement systems and practices. 
  7. Support mutualization of procurement activities and resources, by facilitating coordination between missions and sections (aligned with GPU roadmap), encouraging the sharing of procurement knowledge to improve operational efficiency, standardization, and value for money. 
  8. In collaboration with the Procurement coordinator, develop, draft, and update reference documents (procedures, guidelines, trainings etc.) ensuring that procurement tools are aligned with the operational needs of missions as identified and reported by the HQ and Field Supply Chain teams. 

 

ROLE´S SPECIFIC ELEMENTS 

  • Conducts regular field visits to support field teams according to operational need. At least 50% Field visit. 
  • Participates in transversal and intersectional procurement initiatives when required. 

 

SELECTION CRITERIA 

  • Degree in Supply Chain Management, Procurement, Logistics or a related field, or equivalent professional experience in international procurement or supply chain management.  
  • Minimum of 3 years of international experience in supply chain or procurement management within humanitarian programmes or international organizations.  
  • Previous field experience with Médecins Sans Frontières (MSF) is required.  
  • Experience working in emergency and/or insecure contexts will be considered an asset.  
  • Experience in project management and/or change management will be considered an asset.  
  • Fluency in English and French (written and spoken) is required. Knowledge of Spanish and/or Arabic will be considered an asset.  
  • Strong knowledge of humanitarian procurement and supply chain management, including sourcing, supplier selection, contract management, performance monitoring and compliance with organizational policies and standards.  
  • Experience using procurement systems, digital tools, reporting frameworks and KPIs to monitor performance and drive continuous improvement.  
  • Advanced proficiency in Microsoft Office, particularly Excel.  
  • Demonstrated ability to lead, coach and support teams in multicultural, remote and/or security-constrained environments, with strong analytical, communication and problem-solving skills. 

 

CONDITIONS  

  • Frequently travels to the missions (at least 50% of the time). Homebased position when not deployed. 
  • Full time position. 
  • For the position and if the candidate selected is authorized to reside and work in Spain, the salary will be at 34,989 € (Level 5 according to IRP2 as entry point). If the candidate selected is resident out of Spain, the compensation will be subject to the local pay scale applicable to that country. 
  • Practical working conditions while in the field are as per MSF-OCBA guidelines. 
  • Contract duration: until December 2026, with possible extension. 
  • Starting date: As soon as possible.
