MEDICAL STOCK MANAGEMENT REFERENT (BASED IN ANY OCBA HUB)

MAIN PURPOSES  

Monitor, support, provide technical expertise and optimize pharmacy and medical stock management across 4 to 8 MSF OCBA country program to ensure effective, compliant, and quality-driven supply chain operations that support medical humanitarian activities. 

JOB OVERVIEW 

The Medical Stock Management Referent is part of the Logistics and Supply Chain Department and supports MSF OCBA missions in pharmacy and medical stock management. 

This role involves monitoring and providing technical support to pharmacists responsible at country level, ensuring compliance with medical stock procedures, and optimizing supply chain processes. The role includes leading initiatives for continuous improvement, participating in IT system development, and capacity building of staff involved in pharmacy resources management. Collaboration with various departments is essential to address operational challenges and enhance medical stock management efficiency. 

TASKS/RESPONSIBILITIES 

1. Provide technical and management support to a portfolio of 4-8 Country Programs, ensuring effective monitoring and evaluation through regular feedback cycles and data analysis to enhance pharmacy operations and stock management. 
2. Oversee and guide Pharma Coordinator (or Mission Pharma) in the assigned portfolio, addressing progress and challenges while advising the Medical Coordinator and Medical Advisor of the Cell to ensure alignment with MSF’s operational goals. 
3. Validate and assess physical inventories and product selection processes, ensuring accurate consumption data is used for medical international order formulation to optimize stock levels and reduce losses. 
4. Promote and reinforce MSF OCBA pharmacy and medical stock management procedures across country programs to ensure compliance and standardization of practices. 
5. Lead and participate in optimization projects within the medical supply chain, defining priorities and conducting data-driven analyses to identify areas for improvement and enhance operational efficiency. 
6. Manage the functional ownership of the medical stock management IT systems, supporting its development and integration into operations to streamline data management and reporting processes. 
7. Design and deliver training programs for staff responsible for managing medical stocks, including pharmacists and medical coordinators to build capacity and ensure best practices are followed. 
8. Collaborate with HR to monitor pharmacy management positions and support the recruitment process for pharmacists, revising job profiles as necessary to ensure the right talent is in place for effective pharmacy management. 
9. Report and communicate findings and recommendations to the Medical Stock Management Coordinator to inform policy-making and continuous improvement initiatives within the organization. 
10. Engage in intersectional platforms to align and improve medical stock management practices.

SELECTION CRITERIA 

• Degree in Pharmacy is required. 
• Minimum of 2 years of field experience with Médecins Sans Frontières (MSF) is required. 
• Candidates must have completed at least one assignment as Pharmacy Coordinator (Pharma Co) or two assignments as Mission Pharmacist (Mission Pharma). 
• Strong knowledge of pharmacy management, medical stock management, supply chain systems and MSF operational procedures. 
• Fluency in English and French (written and spoken) is required. Spanish and/or Arabic will be considered an asset. 

CONDITIONS 

• Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid.  
  • Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). 
• For level HQ-4A positions and if the role is based in one of our offices in Spain, the salary will be at €45,577.76 . If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub. 
• Full-time job. 
• Contract duration: permanent contract. 
• Starting date: 01/09/2026.
