MAIN PURPOSE 

To implement key components of the Logistics & Supply Chain Workforce Support Programme, strengthening responsible leadership, workforce capability and organisational effectiveness across MSF logistics operations. The role translates operational challenges into practical workforce development and learning solutions that improve leadership effectiveness and team performance. 

 

JOB OVERVIEW 

The Specialist provides technical expertise within the Logistics & Supply Chain Workforce Support Programme and serves as a trusted partner to Logistics Operations, Pool Management and the Workforce Unit. The role combines operational logistics experience with workforce and organisational development expertise to support managers and teams through diagnostics, advisory services and targeted interventions. By promoting responsible leadership, organisational learning and evidence-based decision making, the Specialist contributes to leadership continuity, workforce effectiveness and sustainable capacity development across missions and operational contexts. 

 

TASKS/RESPONSIBILITIES 

  • Implement workforce support interventions that strengthen leadership capability, team effectiveness and organisational performance across logistics and supply chain operations. 
  • Conduct workforce diagnostics and analyse organisational, team and leadership dynamics to identify risks, root causes and opportunities for improvement. 
  • Advise Logistics Coordinators, Logistics Managers, Pool Managers and operational stakeholders on workforce development priorities and leadership challenges to support effective decision-making. 
  • Facilitate workforce diagnostic workshops and structured action-planning processes that enable sustainable improvements in management practices and team performance. 
  • Support newly appointed managers during onboarding and transition phases to accelerate role adaptation and strengthen leadership effectiveness. 
  • Promote responsible leadership, safeguarding, accountability, diversity, equity and inclusion principles to foster ethical and people-centred management practices. 
  • Monitor the implementation and progress of agreed workforce action plans, ensuring timely follow-up and achievement of expected outcomes. 
  • Generate evidence-based recommendations and workforce insights that contribute to programme improvement, organisational learning and strategic workforce planning. 
  • Identify learning and development needs and facilitate capacity-building initiatives that enhance individual, team and organisational capability. 
  • Support the deployment, maintenance and effective utilisation of the Talent Management System (TMS) by providing functional guidance and promoting consistent use across missions. 

 

ROLE´S SPECIFIC ELEMENTS 

  • Contributes to the implementation and continuous improvement of the Logistics & Supply Chain Workforce Support Programme by translating operational workforce challenges into practical development and learning solutions.  
  • The role combines workforce diagnostics, advisory support, leadership development and organisational learning to strengthen management practices across logistics operations. Through direct engagement with managers, facilitation of workshops, monitoring of workforce interventions and promotion of responsible leadership principles, the Specialist supports sustainable workforce effectiveness and organisational performance.  
  • The position also contributes to identifying systemic workforce trends, enhancing programme methodologies, facilitating learning activities and supporting the effective deployment. 
  • Frequent travel to the field programmes, at least 30% of working time. 

 

SELECTION CRITERIA 

  • Technical degree in Logistics or a logistics-related field.  
  • Minimum 5 years of MSF logistics experience, including substantial field assignments.  
  • Previous experience as Logistics Coordinator, in both regular missions and emergency contexts.  
  • Experience leading multicultural teams in complex operational environments.  
  • Experience in Learning & Development, Workforce Development and/or Organisational Development.  
  • Experience collaborating with senior managers and cross-functional stakeholders.  
  • Fluency in both English and French is mandatory.  
  • Strong knowledge of MSF logistics systems and operational environments.  
  • Knowledge of workforce/organisational development methodologies, leadership development approaches, safeguarding, accountability and DEI principles.  
  • Experience in coaching, mentoring and facilitation will be considered an asset.  
  • Experience delivering workforce diagnostics or organisational development interventions will be considered an asset.  
  • Strong strategic thinking, leadership, coaching, analytical, collaboration and stakeholder management skills. 

 

CONDITIONS 

  • Position based in one of the following MSF-OCBA Hubs: Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid.  
    • Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). 
  • For level HQ-3B positions and if the role is based in one of our offices in Spain, the salary will be at €41.137,24. If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub. 
  • Full-time job. 
  • Contract duration: permanent. 
  • Starting date: As soon as possible.
