MAIN PURPOSE
The main objective of this position is to support OCBA teams at mission and department level with analysis, reflection, positioning, and advocacy on identified health issues. This is a temporary role providing cover during a period of maternity leave.
This is mainly done through the Centre for Applied Reflection on Humanitarian Practice (ARHP), which is a unit belonging to the MSF OCBA’s Operations Department and works transversally with General Direction, the Medical Department and Communications Department. This unit has dual focus: on one hand, documenting and reflecting upon the operational challenges and dilemmas faced by country teams, and on the other, providing direct support to operations on humanitarian affairs and advocacy. The ARHP is a key contributor to MSF OCBA’s ambition to build a culture of operationally-grounded, population-focused analysis and reflection, which is useful for operational decision-makers and geared towards making a positive impact for our patients and communities.
TASKS/RESPONSIBILITIES
Strategic & Programmatic Support
- Provide an overview of global health trends to help OCBA Operations and Medical departments to identify concerns and meaningful opportunities for MSF to share its medical humanitarian analysis and to conduct advocacy so to improve the situation of the affected population.
- Support the medical department with analysis of overall global health needs in conflict and humanitarian settings, so to orient prioritization and planning processes.
Programme Support
- In line with the OCBA strategy and operational priorities, support the country coordination and project teams with sparring, analysis, engaging, positioning, and advocacy on health issues, including programme visits and the drafting of briefing papers, reports, talking points etc.
- Respond to requests from OCBA coordination and programme teams for support in identifying health advocacy priorities, formulating strategies, and implementation.
Technical Guidance & Capacity Building
- Contribute to organizational learning on medical-humanitarian responses and programming, especially through the proposal and implementation of selected health analysis projects (project cards).
Knowledge Management & Innovation
- Support the ARHP and medical network with analysis/reflection on health issues as requested.
Networking and Representation
- Represent OCBA in inter-sectional / global health analysis and advocacy initiatives (e.g., GHAN, MSF Access), and in external engagements with Global Health actors.
ROLE´S SPECIFIC ELEMENTS
Support implementation of the OCBA strategic priorities (including sexual and reproductive health and gender exclusion, vaccination barriers and health finance in conflict settings).
SELECTION CRITERIA
- Master’s degree in Public Health, Health Policy or a related field, or equivalent professional experience.
- Previous experience working with MSF or other international humanitarian NGOs.
- Previous programme experience with MSF will be considered a strong asset.
- Experience in health and humanitarian analysis and advocacy at global, regional and/or national level.
- Fluency in English and French is required. Knowledge of Arabic, Spanish and/or Portuguese will be considered an asset.
- Demonstrable understanding of global health actors, issues and trends.
- Excellent written and verbal communication skills, including the ability to produce high-level technical reports for external dissemination.
- Proven ability to communicate complex information in a clear, concise and engaging manner.
- Strong strategic vision, analytical thinking, flexibility, teamwork, initiative and innovation.
CONDITIONS
- Position based in one of the following MSF-OCBA Hubs: Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid.
- Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.).
- For level HQ-4B positions and if the role is based in one of our offices in Spain, the salary will be at €47.697,59. If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub.

- Contract duration: 4-6 months (interim position).
- Starting date: last week of November 2026.
