GENERAL CONTEXT

SPECIFIC CONTEXT

 

The OCBA IT/digitalization services leadership, closely working with the General Direction and other departments, is working on an evolution of the operating model through which strategic digitalization and IT services are provided in the organization, to ensure it meets existing and future needs of the field and our social mission.

 

This IT operating model (ITOM) is our blueprint for success. It's built on three main pillars: ENGAGE, which guides how we make decisions and measure success; ENABLE, shaping how our team is organized and resourced; and DELIVER, outlining how we execute our work using methodologies, locations, and tools. This model should ensure that our IT runs smoothly, aligned with OCBA strategic priorities and optimally serving users in the field and HQ.

 

GOAL

The IT Strategic Engagement Advisor will play a pivotal role in shaping the future of our IT operating model by fostering strategic collaboration and engagement across the organization. S/he will aim to enhance the alignment of our digitalization efforts and IT services with OCBA strategic priorities and drive the evolution of our IT model through positive change, effective engagement, coordination, and advisory efforts. This will involve close collaboration with managers and heads of unit in Projects & IT, as well as key stakeholders in other departments.

S/he will work with the guidance and under the direct supervision of the OCBA Projects & IT Leader.

 

SPECIFIC OBJECTIVES OF THE POSITION

Transversally

  • Collaborate with the IT leadership to engage IT management levels in discussions as needed, as well as stakeholders across various departments and levels within the Field and HQ.
  • Facilitate workshops and discussions to gather insights on the needs and expectations of stakeholders from the IT Operating Model.
  • Work closely with the IT leadership to facilitate change management efforts.
  • Provide assistance in communicating changes to both IT teams and broader organizational stakeholders.

 

Engagement model review

  • Coordinate efforts and assist the Lead in the redesign of the OCBA IT strategic service portfolio, with a clear orientation towards stakeholders and users and their needs both in the field and HQ.
  • Assist in redesigning the governance model of the IT strategic service portfolio for effective decision-making and accountability.
  • Support the identification and definition of transversal and service-specific KPIs that allow us to better measure outcomes of IT efforts in alignment with strategic priorities.

 

Talent attraction and management framework

  • Closely engaging key HR actors and IT managers, drive discussions around the review and enhancement of talent attraction strategies, expanding outreach, building networks and optimizing recruitment processes.
  • Specifically ensure that gender balance and other DEI aspects are considered as key future success criteria, and that opportunities to integrate MSF expertise from other areas (field and HQ) are explored.
  • Assist in the definition of strategic initiatives for future talent management in terms of hard and soft development of our people, aiming to build the IT leadership of the future OCBA.

 

Delivery model

  • Support the definition of key transformative actions of our ways of working, aiming to better place the needs of the field and the users in the core of the way we deliver IT services, and aiming to achieve a balanced approach between solid tech management and pragmatic, agile, and flexible practices.
  • Assist in reviewing our placing and regionalization model with the objective of fostering cross-functional collaboration and continuous improvement in IT services within decentralized locations.

 

PROFILE/ ASSIGNMENT REQUIREMENTS

  • Minimum 5 years of experience in management of teams and services (any); experience in governance models, organizational design and change management is an advantage.
  • Good understanding of the humanitarian context and MSF work in the field. Also experience at MSF HQ level is valued.
  • Proven excellent communication and facilitation skills, including in multicultural settings.
  • Working knowledge of designing and implementing participatory group methodologies.
  • Very good interpersonal and networking skills.
  • Fluency in English (written and spoken); fluency in another language especially Spanish and/or French is highly desirable.
  • In this role, prior IT management experience is not mandatory. However, a genuine interest for collaborating with technology teams and a strong belief in the value of IT for MSF are essential qualities we seek in potential candidates.

 

CONDITIONS

  • Temporary, full-time position planned for 9 months
  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
  • Annual gross salary: HQ-4A (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
  • Starting date: as soon as possible
