GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. 

 

JOB GENERAL OBJECTIVE AND CONTEXT
Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU). 
The operational plan is channeling most of its energies and capacities to-wards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so, OCBA will have Emergency response to acute needs at the forefront of our organizational priorities and culture, in a range of 20 to 30% of our operational volume. 
We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.

 

MAIN RESPONSIBILITIES AND TASKS

  • To guarantee the respect of the general humanitarian policy of OCBA.
  • To ensure the highest possible quality standard of the intervention in accordance to the medical, logistic, financial, human resource and communication policies of OCBA.
  • To ensure a rapid & qualified logistical deployment of the intervention plan. 
  • To ensure all logistical means for the correct implementation of the security guidelines.
  • Overall contribute to develop the expertise of OCBA.to conduct logistical support activities at HQ level & Regional Emergency offices when required.

 

MAIN ACTIVITIES

  • Preparedness & conduction of exploratory missions for MSF OCBA.
  • Implement logistics technical activities in the emergency intervention.
  • Ensuring the implementation and monitoring of one or more/all of the following activities:
    • Watsan : Quick needs assessment and implementation Water&Hygiene&Sanitation.
    • HR identification & capacity training National Staff.
    • Applied security management Standard Operational Procedure ( SOP).
    • Supply: Implementation and maintenance of an appropriate supply chain for the Project.
    • Supply in Emergencies Finance Procedures.
    • Logistics: Installation and maintenance of functional office space(s) and lodging facilities in the project in an adequate living condition as well as all the equipment required,
    • Management of the logistics of the material resources for the Project, under the supervision of the line manager and the technical adviser.
    • Implementation of support activities (communications, electricity, transport, construction, restoration, etc.) and any other logistical activities required to achieve the medical objectives.
    • Implementation, management and monitoring of the application of necessary reporting tools for logistic activities.
  • Report in regular basis to Emergency Logistics coordinator in the progress and constraints on the logistical operations.

 

SELECTION CRITERIA

  • MSF experience of minimum 15 months or 3 missions and preferably in emergencies and/or insecure context. Alternatively, experience in similar other organisations will be considered.
  • Experience in managing logistic teams.
  • Fluent (master them as working language) in two of the three following languages: Spanish, English and/or French. Other languages are an asset.
  • Good knowledge in the main logistical families (WH&S, IPC, Cold Chain,  Telecommunications, Relief distributions, Shelter, Air ops, Supply, etc ).
  • Flexibility, ability to work under pressure in high insecurity context, remaining positive and motivated.
  • High capacity of resilience and very good management of frustration.
  • High capacity to overcome challenges and to look for and implement alternative solutions.
  • Solution oriented, problem-solving approach and openness to change. 
  • Ability to train, mobilizes, and manage both international and national staff.

 

CONDITIONS 

  • Homebased position when not deployed in the field during interventions. 
  • Salary defined by the MSF-Spain salary grid (level 11 IRFFG). Subjected to Emergency Unit Pool conditions and benefits.
  • Full-time job.
  • Duration: Minimum commitment of 1 year.
  • Starting date: as soon as possible.
