GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
GENERAL OBJECTIVE OF THE POST
Her/his main responsibility is to visit the missions to support and coach the Fincos and Finance Managers and the rest of the finance team to strengthen the Finance procedures and tasks, to cover possible gaps in the team. Her/His will provide technical support to missions in the relevant area of expertise and contribute to capacity building of field staff though application and transfer of technical know-how.
RESPONSIBILITIES AND MAIN TASKS
- Provide finance technical support, coaching and advice to the mission’s finance team at capital and projects level. And ensuring that OCBA standards and procedures are correctly implemented in the field:
- Money security
- Treasury
- Budgeting
- Budget follow-up and forecast.
- Accounting processes
- General administration: contracts on properties and insurance policies.
- Give support to the finance department of a mission when reinforcement or an extra collaboration is temporarily required (mainly a period not exceeding 2 months).
- Perform Finance Internal Audit.
- Preparation of terms of reference prior to the visit based on the needs identified for each mission and drafting of reports after the visit to gather experiences and lessons learned and establish action plans.
- When the employee is not visiting a mission, contribute to the continuous learning and development of the department by:
- Be actively part of the MST Fin team group participating in weekly team meetings to discuss and contribute to the plan and actions associated to the L&D path for the field finance teams of the missions depending on their needs and gaps detected.
- Participating in training/coaching sessions and any other national and international events as required. (Webinars, Workshops, Interactive Learning, PPD etc…).
- Participating in the current tasks of the Finop service team based in HQ or on remote work.
- Act as a Finance Manager or Finco (mainly for a period not exceeding 2 months) to support the mission as “gap filler”.
SELECTION CRITERIA
- Training: Economics and/or Business Administration or proven experience in financial and accounting management.
- MSF experience: minimum 18 months or 3 missions (of which 12 months as a Finco in OCBA recommended). Desirable to have knowledge of the FFC/SAP/N’Justy.
- French, English and Spanish: at least two of these languages fluently written and spoken.
- Good computer skills (Microsoft Office). Knowledge of the MSF accounting software will be a plus.
CONDITIONS
- Home based position when not deployed in the field during the missions. (at least 80 % of his/her working time with regular term visits of 4-8 weeks).
- Full time job.
- Contract: 6 months, with possible extension.
- Annual Gross salary:Level 5 IRP2 + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Starting date: February 2025.
