GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
FINANCE INFORMATION SYSTEM PROJECT CONTEXT
With the ambition to implement a new integrated Finance Solution, MSF OCBA launched the Finance Information System Project (FINIS) in January 2024. The project aims to identify, select, and implement the best modern, scalable, and flexible system solution for OCBA Finance and Accounting Management, ensuring it meets functional, technical, and security requirements.
The selected system will come to fulfil some important principles:
- Dual System: a unique system optimal performance from HQ and FIELD
- Holistic Vision: system will enable processes currently performed, but also others now outside the system (budgeting, inventory valuation, fixed assets, treasury processes)
- Interoperability: system will facilitate the interrelation with other departments within OCBA with a financial and accounting reflection (Supply, HR, Fundraising...
- Other OC’s: system will increase interconnection with the rest of the Sections and an optimal flow of shared information within partners.
- Participate in the new FINIS Solution Design and Configuration to ensure the alignment with the functional
MAIN RESPONSABILITIES AND TASKS
- Review proposed system configurations (Business Blueprint) to ensure they meet functional requirements and adhere to financial policies.
- Propose alternative workflows or workarounds to address gaps between requirements and ERP functionalities. Identify areas of improvement within the new FINIS Solution and propose functional optimizations.
- Ensure that the new FINIS Solution fulfils all the functional requirements and detect potential gaps on the new system standard tools that may lead to a possible system customization.
- Collaborate with other Functional Support teams and Subject Matter Experts to ensure consistency and across modules and between HQ and Field operations.
- Participate in follow-up meetings to report on the progress of functional activities.
- Investigate and resolve issues related to the new functionalities. Escalate complex issues to the technical team or ERP vendor, if necessary, ensuring clear communication
- Create comprehensive test cases for system testing purposes.
- Test the system to ensure it meets operational requirements and identify any bugs or discrepancies. Perform user testing and coordinate the acceptance by the business (UAT - User Acceptance Testing)
- In collaboration with the Communication & Learning Referent, contribute to the creation of user-friendly training materials and documentation for end-users.
- Train key users in the use of the new FINIS Solution
- Participate in the migration process in collaboration with technical team to ensure accuracy and consistency
- In collaboration with Communication & Change Manager, actively support the change management process by communicating system benefits and addressing user concerns to ensure a positive transition.
- Identify business process impacts due to new Solution change and propose mitigation strategies.
- Create and maintain up-to-date functional documentation, including manuals, specifications, and process descriptions.
- Document the functional key elements to be taken into consideration when planning future upgrades or new functionalities.
SELECTION CRITERIA
- Bachelor's or master's degree in finance, Business Administration, or related and pertinent education for the position.
- Experience in Finance Management in the following main areas:
- Accounts Payable (AP)
- Accounts Receivable (AR)
- Netting
- Tax & Legal Reporting and Declaration
- Travel Expenses
- Assets Management
- Donors Management
- Treasury
- Budget Management
- General Ledger (GL – General Accounting)
- Reporting
- Experience in implementations of Finance systems ERP.
- Experience in Project Management cycle such as: testing, data migration, end users training, etc.
- Knowledge of MS DYNAMICS Finance module is a strong asset.
- Knowledge of other Finance tools such as FFC, n’Justy, We Plan, Chrome River, Tickelia, etc. is strong asset
- Relevant experience in Business Analysis for technology/digital projects is an asset.
- Experience in working for a diverse, non-technical, and geographically spread organization.
- Experience in the field with MSF as FinCo/Deputy/ Manager, Internal controller, Admin HR/Fin, etc. strong asset
- English as working language, French and Spanish desirable.
- Visits to other OCs and, eventually, to the field may be expected.
CONDITIONS
- Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar, or Nairobi).Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Full-time position.
- Desirable minimum commitment: one year minimum (until solution implementation).
- Annual gross salary: HQ 3A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
