GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation. 

 

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. 

 

The MSF movement is built around six operational directorates supported by MSF’s 24 sections, 26 associations and other offices together worldwide. MSF OCBA is one of those directorates. 

 

The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar, Bogota and Amman. The field operations are guided and supported by 6 Operational Cells, the Emergency Unit and other departments supporting operations, including Projects & IT.

 

FINANCE INFORMATION SYSTEM PROJECT CONTEXT 
With the ambition to implement a new integrated Finance Solution, MSF OCBA launched the Finance Information System Project (FINIS) in January 2024. The project aims to identify, select, and implement the best modern, scalable, and flexible system solution for OCBA Finance and Accounting Management, ensuring it meets functional, technical, and security requirements.

 

Microsoft Dynamics has been the selected system, and it will come to fulfil some important principles:

  • Dual System: a unique system optimal performance from HQ and FIELD
  • Holistic Vision:  system will enable processes currently performed, but also others now outside the system (budgeting, inventory valuation, fixed assets, treasury processes)
  • Interoperability: system will facilitate the interrelation with other departments within OCBA with a financial and accounting reflection (Supply, HR, Fundraising...
  • Other OC’s:  system will increase interconnection with the rest of the Sections and an optimal flow of shared information within partners.

 

All financial processes are within scope, covering both Headquarters and Field operations. These processes include Accounting, Treasury, Budgeting, Reporting, and other financial activities. 

 

The new FINIS solution will come to replace all SAP modules. It also will replace Finance Field Connexion (FFC) and Budget Tools (n’Justy, We Plan). 

Some other current tools could be either replaced or integrated into the new solution (Tickelia, Chrome River, Online Shop…).

 

The FINIS implementation is planned over a four-year timeline and will require a specialized team with diverse expertise in finance, ERP implementation, solution deployment, e-learning and humanitarian operations.

 

POSITION CONTEXT
The Functional Support Referent will play a key role by ensuring that ERP functionalities align with operational needs, financial policies, and compliance requirements. This position acts as a bridge between finance teams, IT specialists, and external implementation partners to ensure successful process mapping, system integration, and user adoption. The selected candidate will be responsible for defining new finance processes and procedures and ensuring a smooth transition to the new system.

 

The Functional Support Referent will be hierarchically accountable to the project Functional Leader and responsible for ensuring the ERP system meets functional requirements, aligns with financial policies, and integrates across HQ and Field operations. 

 

She/he will also work closely with:

  • Finance Department: periodically engage with Finance key representatives to gather their needs, collect feedback, and ensure the tool remains fully aligned with their requirements.
  • Other Functional Support Referents: collaborate with other Functional Support Referents within the FINIS project and communicates with other counterparts from related projects, such as HRIS, Supply IS, and others.
  • Implementor Partner:  collaborate with external consultants to ensure that the new procedures designed in the new tool function adequately and meet user requirements.

 

MAIN RESPONSABILITIES AND TASKS

  • Process Analysis & Design: Map and design finance processes, including “As-Is” and “To-Be” workflows, propose improvements, mitigate risks, and identify process gaps to support change management efforts and maintain alignment with MSF policies and regulatory requirements.
  • Stakeholder Coordination & Teamwork: Liaise with finance teams, project teams, ERP consultants, and other MSF departments to facilitate effective system deployment. Collaborate with Functional Support teams and Subject Matter Experts to promote consistency across modules and between HQ and Field operations.
  • Issue Resolution: Identify, analyze, and troubleshoot functional issues by proposing alternative workflows or workarounds and escalating complex cases to the technical team or ERP vendor to uphold system stability and usability.
  • Testing & Validation: Conduct user acceptance testing (UAT) on system functionalities to verify system integrity and confirm proper alignment with operational needs.
  • Training: in collaboration with the Communication & Learning Referent, contribute to the creation of training materials and facilitate user training sessions to encourage adoption and achieve seamless integration of the ERP system into MSF finance operations.
  • Data Migration & System Transition: Oversee the migration of financial data by validating accuracy and consistency to minimize disruptions during the transition to the new system.
  • Documentation: Maintain and update comprehensive functional documentation, including process descriptions, user guides, and system specifications, to support knowledge transfer and ensure long-term system sustainability.
  • Project Advocacy & Engagement: Act as a “Champion / Ambassador” of the ERP project among all OCBA stakeholders to foster engagement and secure active participation throughout the project lifecycle.

 

SELECTION CRITERIA

 

Education and Experience 

  • Bachelor's or master's degree in finance, Business Administration, or related and pertinent education for the position.
  • Experience in MSF OCBA Finance and Accounting Processes, both at headquarters using tools such as: 
    • SAP, We Plan, Chrome River, Tickelia, etc., 
    • and in the field with tools like Finance Field Connection (FFC), n’Justy, etc. 
  • Minimum of 3 years of experience in Finance Management, within MSF OCBA, with expertise in key financial areas such as accounting, treasury, budgeting, and reporting.
  • Experience in the field with MSF as FinCo/Deputy/ Manager, Internal controller, Admin HR/Fin, etc is an asset. 
  • Experience in implementations of Finance systems ERP will be an asset.
  • Knowledge of MS DYNAMICS Finance module is a strong asset.
  • Relevant experience in Business Analysis for technology/digital projects is an asset.
  • English as working language, French and Spanish desirable. 

 

Relevant skills

  • Strong enterprise operational aptitude with the ability to lead discussions, articulating the business value of a technology solution.
  • An understanding of the principles and practice of user centred design/product development.

 

CONDITIONS

  • Location: Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar, or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
  • Regular visits to other OCs and, eventually, to the field. 
  • Full-time position.
  • Contract duration: Temporary: until solution implementation. Desirable minimum commitment of one year minimum. 
  • Annual gross salary: Level HQ-3A, (divided into twelve monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions. 
  • Starting date: June 1st.
