GENERAL CONTEXT
Médecins Sans Frontières (MSF) is an international, independent medical-humanitarian organization that provides assistance to people in crisis, including victims of natural disasters, armed conflict, and other emergencies. The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the coordination happens at mission level, together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Department in which the MIO position belongs.
CONTEXT AND GENERAL OBJECTIVE OF THE POST
As the Mobile Implementer Officer (WATSAN), you will be responsible for rolling out and improving WATSAN (Water and Sanitation) procedures/activities in MSF projects. You will tailor these procedures to different contexts, train relevant personnel, and ensure proper implementation and maintenance.
RESPONSIBILITIES AND MAIN TASKS
Implementation & Support
- Oversee and execute WATSAN procedures and activities as per requirements.
- Define and communicate clear Terms of Reference (ToR) before deployment, including objectives, duration, expected results, and reporting lines.
- Plan deployments in coordination with the field team and HQ, ensuring necessary administrative and medical preparations (e.g., visas, vaccinations, flights).
- Assist WATSAN Managers in the planning, feasibility studies, and assessment of WATSAN activities.
- Assess Health Facilities to ensure compliance with WATSAN Minimum Requirements and propose improvements.
- Advise the person responsible on how the field could respond to the needs of WATSAN in the communities.
- Plan and support the execution of WATSAN activities to ensure accessibility and inclusivity.
- Assess the waste management activities, in all MSF facilities (HS, office, house etc) and suggest how to reduce the impact on the environment.
Quality Assurance & Compliance
- Evaluate and validate local suppliers of WATSAN materials for compliance with MSF quality standards.
- Identify gaps in WATSAN compliance and work with project focal points/log responsible to create action plans for improvement.
- Assist in implementing specialist WATSAN activities when needed.
Training & Knowledge Sharing
- Deliver training sessions tailored to the specific needs of each field project.
- Provide remote support between field visits on WATSAN-related matters as advised by the WATSAN coordinator.
- Update and guide teams on using the MSF Health Facilities Minimum Requirement Monitoring Tool and other MSF related tools.
Additional Responsibilities
- Promote and implement OCBA’s WATSAN procedures.
- Conduct feasibility studies on Accessibility and Inclusion in WATSAN projects.
- Support sustainability initiatives in WATSAN activities.
- Be available at short notice to assist any WATSAN Emergency Intervention.
SELECTION CRITERIA
- Degree in Water, Hygiene, Environmental Engineering, or a related field.
- 1–2 years of experience working as a WATSAN or WATSAN related post in low-resource settings.
- Experience in humanitarian work (preferably overseas).
- Prior experience with MSF is an advantage.
- Experience in adult training and coaching.
- Proficiency in English, French, and Spanish.
- Familiarity with WATSAN-related software and Microsoft Office tools.
CONDITIONS
- Homebased with frequent field visits (up to 60% of the time).
- Contract duration: Up to end of 2025 with possible extension. Type of contract according to the local contract modality.
- Full time position.
- Annual gross salary: IRP2 level 4 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
- Practical working conditions are as per the MSF-OCBA guideline.
- Starting date: ASAP.
