GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.

 

AKIBA CONTEXT 
MSF OCBA has a wide Supply Chain portfolio, managing not only Medical but also Logistical products over various continent such as Europe, Africa, South America, Middle East, and Asia. Its Supply Chain consists of ordering – buying – storing – shipping in all the places where it operates. It can be divided into: Medical and Logistical as well as International and Local, where Medical products are mainly bought internationally in Europe (France) and Logistical products locally (local market).

 

Apart from the Supply Chain processes functional requirements, AKIBA complies with the specific non-functional requirements linked to MSF OCBA operations: discontinued connectivity, satellite connection.
With the ambition to implement a new integrated Supply Solution, MSF OCBA started the AKIBA Project in 2020 with the objective to identify, select, and develop the best suitable solution for the management of its supply chain.

 

The implementation of AKIBA is planned over 6 years and will require a specialized team of between 10-13 staff with diverse competences in the fields of supply chain management, ERP implementation, E-Learning, Solution deployment and humanitarian operations.
In 2025 we will enter the deployment phase of AKIBA, in which AKIBA is deployed in OCBA’s missions. This last phase is expected to last around 2 years.

 

MAIN RESPONSABILITIES AND TASKS

  • Accountable for the deployment phase of AKIBA, including Budget and Timeline.
  • Organize and manage the deployment calendar with the 9 MIO (Supply, Pharma and IT) based on needs and priorities.
  • In collaboration with the Change Management Lead, the eLearning and communications referent and the Learning Officer promote and follow up the training completion and adapt the deployment calendar accordingly.
  • Anticipate and request all travel documents to ensure the proper deployment.
  • Be the 1st line of support to the MIO Supply, Pharma and IT, and forward to the 2nd line of support when required (Functional & Technical Leader).
  • Participation in application development/training discussions.
  • Prepare and present documentation and reports.

 

SELECTION CRITERIA

  • Minimum 3 years’ experience in Supply Chain Management.
  • Experience in team management (leading, coaching or working with teams in some remote, or security tight context to achieve desired results).
  • Fluent written and spoken English. French strongly desirable. Additionally: Spanish and/or Arab would be an asset.
  • Previous experience/involvement in an ERP system deployment is a big advantage.
  • Good understanding Microsoft Dynamics (supply chain module) is an asset.
  • Experience in humanitarian sector/MSF is an asset.
  • Solid organizational skills including attention to detail and multi-tasking skills.
  • Experience in providing application support for a diverse, non-technical, geographically dispersed user community would be a big advantage.
  • Experience in writing user documentation is an asset.
     

CONDITIONS

  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.). 
  • Starting date: 15th of April 2025.
  • Full Time job.
  • Annual gross salary: HQ-4A  level+ Secondary Benefits based on the MSF-OCBA Reward Policy. Subjected to local conditions.
  • Time Period : until project implementation (beginning 2028).
