APPLICATIONS TECHNICIAN (BASED IN ANY OCBA HUB)

MAIN PURPOSES  

To develop, configure, deploy, and maintain application solutions that support MSF OCBA’s field operations within the scope of eHealth and Operations Applications Team (Apps4Ops) team, ensuring reliable, secure, and efficient information systems that enhance data-driven decision-making and operational effectiveness. 

JOB OVERVIEW 

The role contributes to improving operational efficiency by translating business needs into technical solutions, ensuring system reliability, and supporting end users globally. Working closely with multidisciplinary teams across headquarters and field operations, the position ensures proper integration of data, adherence to information security standards, and continuous improvement of applications and processes. The role also involves collaboration with other MSF operational directorates, external providers and participation in innovation and knowledge-sharing initiatives. 

TASKS/RESPONSIBILITIES 

• Translate business and operational needs into technical requirements and scalable solutions. 
• Develop and implement new applications or enhancements to existing systems to improve operational efficiency. 
• Maintain and monitor applications and systems to ensure performance, reliability, and continuity, contributing to log required repairs and maintenance work. 
• Provide technical support to users, ensuring timely resolution and adoption of systems. 
• Design and optimize data models, databases, and information flows to improve data quality and accessibility. 
• Integrate data and processes across systems to ensure interoperability and consistency. 
• Ensure compliance with information security standards and manage risks in production environments. 
• Document systems, processes, and user guidance to facilitate knowledge sharing and system sustainability. 

ROLE´S SPECIFIC ELEMENTS 

• Collaborates with project teams across medical, operational, and technical departments. 
• Works with external service providers to deliver technical solutions. 
• Supports system testing, validation, and deployment across multiple environments (development, integration, production) identifying risks and applying mitigation measures. 
• Contributes to training sessions (either internal or end user) and user adoption initiatives 
• Maintains awareness of emerging technologies and MSF technical solutions to promote alignment and innovation. 
• Operates in a multicultural and geographically distributed environment with remote support requirements. 
• Availability for short field visits, either for training or application support. 

SELECTION CRITERIA 

• Technical background in Information Technology, Software Development or a related field. 
• Minimum of 3 years of experience in a similar role, including business analysis, application development lifecycle, application troubleshooting and debugging. 
• Proven experience providing technical support to non-technical and geographically dispersed users. Previous experience in eHealth and/or humanitarian contexts will be considered an asset. 
• Strong knowledge of application development lifecycle, SQL databases, scripting and automation (e.g. JavaScript, Node.js), and front-end customization. 
• Experience with web application environments, cloud platforms (AWS, Azure), Microsoft Power Platform (PowerApps, Power Automate), and advanced Excel will be considered an asset. 
• Knowledge of MSF-relevant platforms (DHIS2, KoBo, Community Health Toolkit) will be considered an asset. 
• Fluency in English is required. Knowledge of French, Spanish, Arabic and/or Portuguese will be considered an asset. 

CONDITIONS 

• Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid.  
  • Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). 
• For level HQ-3A positions and if the role is based in one of our offices in Spain, the salary will be at €37,346.55. If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub. 
• Full-time job. 
• Contract duration: permanent contract. 
• Starting date: As soon as possible.
