MAIN PURPOSE 

The Functional Support Officer ensures that the FINIS Project delivers harmonized, compliant, and user‑centered budgeting processes across HQ and Field operations in MSF OCBA, in order to support effective financial planning, control, and decision‑making within the new Finance system. 

 

JOB OVERVIEW 

The Functional Support Officer – Budgeting acts as the subject matter expert for budget processes within the Finance Information System (FINIS) project. The role bridges finance stakeholders, IT teams, and external implementation partners to define, standardize, and embed budgeting processes into the new ERP solution (Microsoft Dynamics). The position supports both HQ and Field perspectives, ensuring alignment with MSF OCBA financial policies, operational realities, and reporting needs. The role contributes to change management, system adoption, and long‑term sustainability of budgeting processes during and after the transition from legacy tools. 

 

 

RESPONSIBILITIES AND MAIN TASKS  

  1. Define harmonized budgeting processes for HQ and Field operations to ensure alignment with MSF OCBA financial policies, operational needs, common best practices out of MSF and compliance requirements. 

  1. Analyse and document current (“As‑Is”) and future (“To‑Be”) budgeting workflows to support process improvement, risk mitigation, and system configuration decisions. 

  1. Ensure functional requirements for budgeting are correctly translated into the ERP solution to enable effective planning, monitoring, and reporting within FINIS. 

  1. Coordinate with finance stakeholders, business’s budget holders, other Functional Support Officer, and implementation partners to ensure consistency and integration of budgeting processes across modules and departments. 

  1. Validate budgeting functionalities through user acceptance testing (UAT) to confirm system usability, data integrity, and fitness for operational use. 

  1. Support data migration and transition activities related to budgeting to ensure accuracy, continuity, and minimal disruption during system rollout. 

  1. Contribute to functional documentation, guidelines, and user support materials to facilitate knowledge transfer and long‑term sustainability of budgeting processes. 

  1. Promote and support user adoption of the new budgeting processes and tools to strengthen engagement, ownership, and effective use across the organization. 

 

ROLE’S SPECIFIC ELEMENTS 

  • Acts as a budgeting “go‑to” reference within the FINIS project. 

  • Represents budget process needs from both HQ and Field perspectives. 

  • Contributes to change management by supporting communication, training, and user feedback loops related to budgeting. 

 

SELECTION CRITERIA 

  • Bachelor’s degree in Finance, Business Administration or a related field is required. A Master’s degree or additional training in finance systems, ERP or business analysis will be considered an asset.  

  • Minimum of 3 years of experience in budget planning, monitoring and reporting, with strong understanding of financial processes and business needs.  

  • Experience working with financial systems or ERP tools (e.g. SAP, Dynamics 365 or similar).

    • Experience with MSF finance tools (WePlan, Unifield, WeFin, N’Justy) will be considered an asset.  

  • Knowledge of MSF OCBA budgeting processes and financial governance is highly valued.

    • Candidates without MSF experience will be considered if they demonstrate strong experience in budgeting (especially using tools such as Dynamics 365 or similar).  

  • Fluency in English is required. French and/or Spanish will be considered an asset. 

 

CONDITIONS 

  • Position based in any MSF-OCBA hub. Final location will depend on the employability of the selected candidate (e.g. residency, work permit, etc.).  

  • Full-time position.  

  • Annual Gross Salary: level HQ-3A + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions. 

  • Contract duration: interim position of approximately 9 months, with possible extension.  

  • Starting date: as soon as possible. Preferred start date is June.
