GENERAL CONTEXT

Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide.

 

MAIN PURPOSE

The main purpose of the role is to facilitate and support the implementation, use, and training of health information systems across MSF OCBA programs to improve data collection, analysis, and decision-making in healthcare delivery and management.

 

JOB OVERVIEW

The e-Health Medical Officer plays a key role in strengthening MSF OCBA’s health data systems, particularly the Health Management Information System (HMIS). Working within the Medical Department closely and with Apps4Ops and field teams to provide technical support, training, and guidance on data collection and analysis. The role requires frequent travel to programs and hubs and contributes to operational research and capacity building in eHealth.

 

RESPONSIBILITIES AND MAIN TASKS

  • Support the implementation and continuous improvement of MSF OCBA’s Health Management Information System (HMIS) to ensure effective data collection and analysis in programs.
  • Provide technical support to field and HQ users on defining data hierarchies, collecting, analysing, and interpreting health data to enhance decision-making.
  • Support the review and updating of the content and structure of health-related information systems to ensure alignment with operational and medical needs.
  • Support the development and maintenance of medical and operational dashboards to monitor health program performance and outcomes.
  • Support field teams in documenting and monitoring health programs through the use of standardized data collection methodologies and tools.
  • Mentor and follow up with program HMIS focal points to promote consistent and quality data practices across programs.
  • Conduct briefings and debriefings for field staff on eHealth systems to ensure continuity and knowledge transfer.
  • Deploy to program or provide remote support to initiate or strengthen data systems, particularly during emergency responses.
  • Support coordinatation with Apps4Ops Unit and the Learning Unit to develop and adapt training materials for eHealth systems, including data analysis and reporting.
  • Deliver training sessions and workshops for field and HQ staff on the use of health information systems and data utilization.
  • Contribute to the identify training needs in collaboration with the learning referent and contribute to the design and evaluation of eHealth training programs.
  • Support or conduct operational research related to eHealth in collaboration with epidemiologists and health advisors to inform strategic decisions.
  • Participate in MSF OCBA and international courses, conferences, and forums as a trainer, facilitator, or representative on eHealth topics.
  • Ensure timely and adapted responses to user queries and challenges related to health information systems.
  • Provide insights and feedback from field experiences to inform the ongoing improvement of eHealth systems and tools.

 

SELECTION CRITERIA

  • University Degree in Medicine, Nursing, Public Health or related sciences.
  • Experience with Health Information Systems is required.
  • Field experience in NGO health sector (preferably MSF)
  • Experience in training and facilitation.
  • Understanding of data systems and reporting.
  • DHIS2 software knowledge is an asset.
  • Fluency in English and French required. Working knowledge of Spanish is desirable, and Arabic or Portuguese will be advantageous.

 

CONDITIONS

  • Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid. With frequent travel (up to 40% of the time). Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.).  
  • Duration of position: Temporary position: Five months with the possibility of extension.
  • Full-time position.
  • Annual gross salary: level HQ-3A (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
  • Starting date: 1st May 2026.
