GENERAL CONTEXT 
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations

 

GENERAL OBJECTIVE
Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU). 

 

The operational plan is channelling most of its energies and capacities to-wards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so, OCBA will have Emergency response to acute needs at the forefront of our organizational priorities and culture, in a range of 20 to 30% of our operational volume. 

 

We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.  

 

REPONSIBILITIES AND MAIN FUNCTIONS 

  • To guarantee the respect of the general humanitarian policy of OCBA.
  • To participate and collaborate with the Logistic coordinator in the definition and implementation of all supply strategies and support to the field. 
  • To ensure a rapid & qualified supply chain deployment of the intervention. 
  • To ensure an effective and efficient missions supply chain in accordance to MSF medical, logistic, supply, financial, human resource and communication policies of OCBA.
  • Overall contribute to develop the expertise of OCBA.
  • To conduct supply support activities at HQ level & Regional Emergency offices when required. 

 

MAIN ACTIVITIES

 

Response to emergencies:

  • Defines the supply strategy of the mission with the coordination team according to the context and the operational needs, and ensures its implementation, monitoring and evaluation. 
  • Implement 1st finance and supply procedures in emergencies to  procure goods maintaining control of budget and validations. 
  • Plans and organises all supply chain activities, resources & structures
  • Provides adapted tools to support the supply activities.
  • Acts as a permanent auditor of the supply chain: monitors the different supply processes, the use of the tools and the accurate execution of the supply procedures and make adjustments where needed.
  • Follows up international, regional & local supply process.
  • Evaluates potential supply markets at local & regional level. 
  • Provides support to logistics, medical & financial emergency coordinators for orders follow up, stocks updates, expiry dates, consumptions, expenses, budgets, etc.
  • Identifies the best transport options at local, regional & international level for all freights. 
  • Defines and evaluates the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities), manages the different supply teams in the mission (Coordination + Project) and participates in the selection, the follow-up (training-coaching) and evaluation of the staff under his supervision.
  • Follow up, evaluate & train the staff on supply chain standards. 
  • Ensures supply recording, logistic management tools & inventories are performed correctly. 
  • Organises the logistic stock and provides logistical support to pharmacy staff for adequate storing, packing and pharmacy management.
  • Ensures the necessary measures to avoid theft or any type of damage to MSF properties.   
  • Validates the use of the supply related third parties (suppliers, transport companies, freight forwarders, ..) proposed by the procurement officers, transport manager, … together with the technical referents when needed.
  • Participates in elaboration of reports ( Sitrep, Logistic & Supply Report,).
  • Report in regular basis to Emergency Logistics coordinator in the progress and constraints on the supply operations.

 

Emergency preparedness:

  • Participating in preparing training sessions organized by MSF OCBA. Providing technical advice on emergency supply management (planning, manuals, materials…). 
  • Participating in updating and adapting Emergency stocks. 

 

SELECTION CRITERIA  

  • Essential degree and specialization in Logistics/Supply Chain
  • Essential working experience of at least two years in supply chain activities related jobs. 
  • MSF experience of minimum 6 months as supply manager in emergencies.
  • Experience in managing supply chain teams.
  • Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipments and kits in accordance to the nature of the project).
  • Languages: Fluent (master them as working language) in two of the three following languages: Spanish, English and/or French. Other languages are an asset.
  • Availability to travel frequently & be based overseas.
  • Availability to work in unstable contexts.

 

CONDITIONS 

  • Location: Based in the field during interventions. 
  • Salary defined by the MSF-Spain salary grid: IRP2 level 4 (pool UE conditions, IRP2).
  • Full time job.
  • Duration: Commitment: minimum 1 year.
