GENERAL CONTEXT 

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Communication Department.

 

CONTEXT OF THE POST

MSF OCBA seeks to implement a modern Human Resources Information System (HRIS) that will serve as a scalable, and efficient platform for managing all HR-related functions across the organization. The primary goal is to replace the outdated current system with a solution that supports HR process, integration with other key Systems and strategic decision-making.

After a thorough and methodical selection process, SAP / SuccessFactors (SFSF) has been chosen as the future Human Resources Information System for MSF OCBA.

 

The HRIS Functional Leader will be hierarchically accountable to the Project Manager (HRIS). The HRIS Functional Leader will be responsible to the Functional Support. He / She will also work closely with:

  • The main subject matter experts (SME) among the finance department, for the revision and validation of functional processes as well as the related SME of the Supply Chain & Logistic, and Operations departments.
  • The members of the Program to ensure that the functional requirements are aligned and synchronized with the Program.

 

RESPONSIBILITIES AND MAIN TASKS

  • Lead, jointly with the Functional Support positions and the Project Manager, the functional stream of the new HR solution implementation based in SAP/Success Factors.
  • Be the main interface with the clients / stakeholders from the HR department both in Headquarter & the Field (when needed).
  • Support subject matter experts (SME) and coordinate their participation and activities in the project during the development and implementation of HRIS.
  • Collaborate the creation of the Functional Design Document for every process.
  • Work with SMEs to revise and validate functional requirements and validation/approval flows.
  • Perform a gap analysis between current MSF OCBA functional processes and Business processes provided by the technology solution.
  • Support the prioritization user requirements and functional requirements for both technical development and eLearning content creation.
  • Identify user acceptance testing scenarios and create User Acceptance Testing (UAT) documentation.
  • Support the execution of unit and integrated testing jointly with the functional support positions.
  • Evaluate resources for each task.
  • Identifies tasks and interrelationships to evaluate functional and cross-functional requirements.
  • Documents all business processes, needs, flows, and diagrams.
  • Writes reports, document and present analyses, project status, risks, and issues.
  • Organize and coordinate the tasks of the Functional Support.
  • In collaboration with Communication & Change Manager, actively support the change management process by communicating system benefits and addressing user concerns to ensure a positive transition.

 

 

 

SELECTION CRITERIA

  • Minimum of four years of experience in Functional Lead of ERP implementation.
  • Minimum of four years of experience in HR, overall view on HR processes and best practices.
  • Experience in SAP/Success Factors implementation is an asset.
  • Experience in working for a diverse, non-technical, and geographically spread organization.
  • Relevant experience in Business Analysis for technology/digital projects is an asset.
  • English C1/C2 mandatory, French and Spanish additionally desirable.
  • Knowledge of other HR tools such as Homere, Sesame, HR Matrix, etc. is strong asset.
  • An understanding of the principles and practice of user-centered design/product development.

 

CONDITIONS

  • Position based in any MSF-OCBA Hub: Bogotá, Dakar, Nairobi, Barcelona or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). For the rest of Spain Delegations as Bilbao, Sevilla and Valencia: Final location will be also subject to the availability of space at the time of the final selection.
  • Duration of position: until project implementation, around 2 years (mid 2027).
  • Full-time position.
  • Annual gross salary: HQ-3B level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: ASAP.
