GENERAL CONTEXT
Médecins Sans Frontières is an international, independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar, and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting Operations, including the Finance Department.
GENERAL OBJECTIVE AND JOB ENVIROMENT
The Accountancy Unit is part of the Finance Department and currently is made up by 12 professionals. The Unit comprises two services: Field Accountancy and General Accountancy.
The main objective of the unit is guaranteeing the reliability of the financial statements of the organization and define the financial-accounting policies agreed by Finance Director, the management processes and accounting control necessary to ensure the accountability of the entity in the financial-accounting area. For this reason, the Accounting Unit continuously implements different policies aimed at supporting the mission’s accounting teams, at improving the quality and efficiency of the work and at ensuring the adequate accountability of the information.
The General Accountancy service is responsible of the accountancy processes related to HQ and general management of accountings (Accounts payable, accounts receivable, assets management, other MSF entities invoicing, HQ provisions, taxes, and other administrative requirements, ….) and supports some MSF entities included currently in OCBA’s networking (EA MSF, MSF Latam and Amman Unit).
The area is made up of 4 positions: the Manager, one Accounting Intersection Finance, one Accounts Payable Technician and one Accountant Assistant. The Accountant Manager is accountable to the Head of the Unit.
The main objective of the position is to ensure that all the accountancy processes done in HQ and in the MSF OCBA Networking Offices complying with accounting principles and regulations to guarantee the fulfilment of the principles of transparency and accountability.
RESPONSABILITIES AND MAIN TASKS:
Service Planning / needs design and follow-up:
- Develops clear vision and strategy for the area under her responsibility, including development of departmental strategy and expectations.
- Participates in overall strategic analysis and proposals for the Finance Department.
- Support teams to develop their annual plans, with strong strategic inputs.
- Continuously analyze results and work to improve or course-correct action plan as required.
- Identify areas of improvements in the existing processes to ensure the continuous improvements of the tools, IT systems and processes.
- Participates in the definition of requirements of the new accounting tools.
- As a member of the project teams, leads the testing, the pilots follow up and the training of the accounting tools for the different users of the organization.
- Develops necessary relationships with other departments to implement transversal strategies and / or procedures. Participates in international platforms and committees.
Finance-Accounting Policies and procedures
- Ensure the implementation of MSF OCBA Financial-Accounting Policies in HQ, involving complying with accounting principles and regulations to guarantee the fulfilment of the principles of transparency and accountability.
- Develop procedures, tools, and metrics within the Accountancy unit and guarantee the implementation and communication of them.
- Assist the Head of Accountancy in developing and implementing accounting policies and internal controls in the unit.
- Ensures quality standard in all the actions of the team.
- Consolidate the recommendations of the finance internal audits and propose action plan and improvements to mitigate the finance risk in the area.
Accounting and Controlling
- Responsible for guaranteeing the monthly and annual closure of accounting processes of the General Accountancy and MSF OCBA networking offices according to established procedures.
- Ensure the full cycle of accounting for HQ office, as well as correct management of the accounts receivables, intersectional accounts, and payables.
- Responsible of Consolidation of balances of the MSF Spain entities: MSF Spain, MSF EA, MSF Latam.
- Manage the collection of necessary information relating to accrued and prepaid expenditure and the valuation of these amounts.
- Responsible for the application of internal controls and internal audit tests necessary to ensure the quality of the accounting information of the area managed.
- Responsible of providing the necessary accounting information and reports of Assets, Taxes and Heritances for the annual Financial Statements.
- Direct collaboration with external auditors to provide any information required related to the area.
Tax Management
- Liaises with the organization’s external tax advisors.
- Ensures timely fulfilment of legal obligations in regards with financial taxes and reports (VAT, IRPF, fiscal reports, etc)
- Ensures the information of any change of the social data to the Tax Authorities (representatives, new economic activities, …)
Assets Management
- Responsible of the Assets Management in General Accounting.
- Responsible of providing the monthly Report Assets Follow Up to the project managers related to the projects in course.
- Management of the accounting of fix assets related to inheritances and legacies and internal reports and control required.
- Management of the accounting related to the “Tienda Online” and merchandising materials, including stock control.
Team Management
- Allocates projects and tasks among the team monitoring team workload and readjusting tasks and dynamics within the team.
- Defines objectives and monitors and manage the team performance.
- Ensures continuous collaboration between the team and the rest of the Unit.
- Ensure an appropriate back-up system inside the team to ensure minimum required levels of service during the absences, holidays and peaks of workload.
- Recruits new members of the team, short-term interims and trainees, and takes care of their induction and integration.
- Availability to visit MSFOCBA Networking Offices at least 2 times /year if necessary.
SELECTION CRITERIA
- Higher degree in Business Administration, Economics or similar.
- Experience in managing teams.
- Experience in tax management.
- Compulsory knowledge of accountancy and tax Spanish law.
- Previous MSF experience in accounting area is highly desirable.
- Experience of minimum four years in a similar position in Finances Departments of large companies or organizations is highly value.
- Very good command of English and Spanish, French highly desirable.
- Advanced knowledge of Microsoft Office tools.
- Knowledge of ERP systems. Highly desirable SAP and FFC.
CONDITIONS
- Position based in any MSF-OCBA Hub: Bogotá, Amman, Dakar, Nairobi, Barcelona or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). For the rest of Spain Delegations as Bilbao, Sevilla and Valencia: Final location will be also subject to the availability of space at the time of the final selection.
- Barcelona headquarters with occasional visits to the field (availability at least 2 times per year)
- Full time work
- Interim position. Commitment with the position during the period in which it is necessary to replace the person who has been replaced (period estimated 2 years – 2,5 years).
- Annual gross salary: HQ-4A Level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Starting date: ASAP.
