We are looking for a Strategic Buyer to support and optimize procurement activities across HQ categories, ensuring cost-effectiveness, quality, compliance, and supplier performance in support of MSF’s operational objectives. 


The Strategic Buyer will report to the Procurement Coordinator within the Supply Unit of the Logistics and Supply Chain Department and work closely with another HQ strategic buyer, internal stakeholders, and external suppliers. 


This role will primarily focus on the Fundraising category, driving strategic sourcing initiatives and supplier management to support fundraising activities and long-term value creation.  

 

MAIN PURPOSES  

Optimise procurement activities to enhance cost-effectiveness, quality, accountability, efficiency, and risk management in the HQ organisation’s procurement process, while supporting requesting departments with their supply needs to contribute to strategic goals. 

 

JOB OVERVIEW 

The strategic buyer pilots and oversees the HQ procurement such as ICT, Fundraising, Communication, Finance, Facility management, Consultancy, Logistical services, HR which represent a total spend of approximating 30 million € per year.  

The strategic buyer works closely with HQ internal teams to develop and implement procurement strategies, support the departments to manage their sourcing events, negotiate contracts, and manage supplier relationships to optimise the supply chain, its effectiveness and resilience.   

Additionally, the Strategic Buyer collaborates closely with other MSF entities and the Global Procurement Unit (MSF International Office). 

 

TASKS/RESPONSIBILITIES 

1.Procurement Policy and Procedures 

Enforce the OCBA HQ procurement framework for all internal requesters in Spain, aligning processes, procedures, tools and systems with MSF policies to enhance efficiency and compliance at the headquarters level. 

2. Continuous Improvement and User Training 

Drive continuous improvement initiatives within the procurement framework. Identify and implement enhancements based on user experiences and needs that optimise procurement processes and systems; while providing comprehensive training to users to ensure they are equipped with the knowledge and skills necessary for effective procurement practices. 

3. Procurement Strategies & Cost Analysis 

Develop and execute global and innovative sourcing strategies, in collaboration with budget Holders and/or contract managers to drive savings and value for different departments by analysing spend opportunities at HQ and providing actionable insights to improve procurement effectiveness. 

4. Supplier Selection 

Lead or support internal stakeholders in supplier selection processes which involves conducting market assessments, sourcing, preparing tenders, evaluating proposals to ensure that all selection processes bring quality insurance, cost efficiency, innovation; strategic alignment but also comply with legal and ethical standards, thereby safeguarding the integrity of MSF's procurement practices. 

5. Negotiation Management 

Manage supplier negotiations and contractual phases, in close collaboration with the Legal department and the contract manager to achieve the best value for money and cost savings through effective negotiation strategies while ensuring compliance with relevant laws and organizational policies. 

6. Supplier Risk Management 

Manage supplier-related risks falling under its direct management by conducting risk assessments and implementing mitigation strategies for operational, financial, reputational, and legal risks associated with procurement activities. 

7. Stakeholder Engagement 

Serve as the focal point for internal and external stakeholders regarding procurement topics in Spain. Provide training and resources that enhance stakeholders' autonomy in procurement activities, ensuring all parties are well-informed and capable of making independent procurement decisions. 

8. Participate in the Development and Strengthening of the MSF Procurement Community 

Maintain strong links with peers from other sections, GPU and external stakeholders to share information, promote synergies, and optimise resources (ie: intersectional tenders). Contribute insights and feedback that enhance procurement processes and ensure alignment with organisational objectives.

  • For the relevant procurement categories, analyse the market, follow up trends, bring market intelligence and innovations to MSF OCBA

SELECTION CRITERIA 

  • Master’s degree in International Business, Supply Chain Management, Procurement or a related field is required. CPSM or CIPS certification will be considered an asset. 
  • Minimum of 3–5 years of professional experience in procurement, with proven experience in strategic sourcing, tender management, indirect procurement (e.g. services, IT), and contract negotiation. 
  • At least 2-3 years’ experience in Procurement for indirect procurement categories. 
  • Previous experience with Médecins Sans Frontières (MSF) or another international humanitarian NGO will be considered a strong asset. 
  • Experience working in complex, multicultural environments, managing multiple stakeholders across different departments or entities. Experience in change and project management will be considered an asset. 
  • Strong knowledge of supplier relationship management, category management, ICT procurement, contract management, and sustainable procurement practices (ESG). 
  • Excellent analytical skills, with the ability to collect, interpret and use data to support decision-making. Strong negotiation skills are essential. 
  • Advanced proficiency in Microsoft 365, particularly Excel, Word, PowerPoint and Outlook. Knowledge of automation and AI-driven tools will be considered an asset. 
  • Fluency in Spanish and English (written and spoken) is required.  

 

CONDITIONS 

  • Position based in any MSF office in Spain (Barcelona, Bilbao, Madrid or Sevilla). 
  • Annual Gross Salary: € 37,346.55 (level HQ 3A) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions. 
  • Full-time job. 
  • Contract duration: from September to December 2026. 
  • Starting date: 01/09/2026.
