GENERAL CONTEXT

Médecins Sans Frontières (MSF) is an international, independent medical-humanitarian organization that provides assistance to people in crisis, including victims of natural disasters, armed conflict, and other emergencies. The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the coordination happens at mission level, together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Department in which the MIO position belongs.

 

CONTEXT AND GENERAL OBJECTIVE OF THE POST

The REHUCO will support and supervise the implementation of human resources policies in the Missions of the correspondent portfolio, ensuring that the operational needs are in line with the context, the MSF HR vision and values.

 

Disseminate and implement the policies and standards defined by the HR Department.

 

Ensure the alignment of the HR Dept. policies and standards with those of other departments represented in Cell, and that result is appropriate with the context of the mission.

 

Ensure the quality of the programmes as well as the respect for legal obligations and MSF humanitarian principles in the missions managed by the cell, through technical supervision, follow-up and advice.

 

The REHUCO is hierarchically accountable to the Head of Operational Cell (RECO) and functionally to the Deputy Director of Human Resources or whomever in charge of the Human Resources management Unit.

 

RESPONSIBILITIES AND MAIN TASKS

 

Provide strategic and technical support to field teams

  • Collaborate with and give technical support to the teams in the field in all phases of the project cycle (design of project proposal, planning, monitoring and evaluation, project re-orientation, expansion or closure), for regular, exploratory, and emergency missions.
  • Define and justify the HR strategy of the projects within portfolio, ensuring it aligned with both Operations and HR Dept’s objectives.
  • Support missions with HR advice when drafting the annual planning of the projects, in close collaboration with the rest of the members of his/her cell and the support of HR department. Ensure that the requests from the mission in terms of staffing are in line with the HR matrix. Discuss with the cell members and validate the deviations.
  • Support emergencies when needed, to ensure effectiveness of our response.

 

Supervise and support implementation of policies and plans

  • Ensure that the Organisation’s HR principles, guidelines, and policies are implemented, as well as the recommendations mentioned in the different HR evaluations. Identify report on and defend situations in which their implementation is not viable or may hinder the achievement of operational objectives.
  • Ensure compliance of the labour obligation with the local labour legislation, making sure MSF is a Responsible Employer.
  • Contribute to implementation of the annual operational plan in the projects within portfolio, according to HR policies.
  • Transmit missions’ HR requirements to the HR Department, making sure they are pertinent, to ensure appropriate procurement of resources, by Recruitment and Pool Management Unit, to missions.
  • Provide guidance mediating between the needs of the mission and the orientation of the different support departments in HQ. Escalate debates that can be possibly interesting for the whole OCBA HR management and look for the better possible solutions to propose to the mission.
  • See to the correct monitoring and management of HR by the HR teams in the field, together with the HR Coordinator.
  • Guide the HRCo on the follow up of field staff (deviations on departure and return, integration to the missions and projects, identification of potentials, follow-up and evaluation, development, potential expatriation of national staff, etc.)
  • Inform pool managers about the performance of the teams so as to enable their development at the end of their mission. Ensure that feedbacks are shared with the candidates, contributing to reduce rumours and informal, unverified feedbacks.
  • Follow up Behaviours Issues and support conflict resolution in the Missions and HQ. Participate actively in the implementation of the Behaviour Policies helping the teams in organizing preventive activities. Actively plan actions in coordination with CMT to improve the reporting system and the management of Behaviour cases.      
  • Help the CMT with the management of disciplinary cases, guiding on the investigations, decisions, and the measures to be applied. Monitor the proper implementation of the disciplinary procedure in each mission. Contribute to create a culture of respect of MSF resources, through a reactive disciplinary management system and through proactive affirmative actions aimed at strengthening a safe and upright work environment.
  • Participate as a member in the critical incident team.

 

Follow up projects and support reporting

  • Ensure timely and accurate HR reporting is submitted by missions to analyse the fulfilment of operational and HR objectives, and feed HRM monitoring and analysis.
  • Follow the HR management in the projects through field visits and technical reports.

 

Participate in HR processes and training

  • Collaborate with the field and the cell and HR in defining and approving descriptions of field positions, based on job profiles.
  • Collaborate with HR in the assignment of field positions. Validate jointly with the referent in the cell, the proposal of candidates for CMT positions.
  • Keeps the overview of the global workforce in the portfolio, with strong focus on LHS development initiatives and right implication in detachment, swaps and other related initiatives”.
  • Participate in the support and development of HRCos acting as mentor when required.
  • Organises and participate to briefings and debriefings of CMT positions.
  • Participate in internal and external courses imparted by MSFE/OCBA when needed.
  • Contribute to revisions of projects proposals, discussions, and rapports. Promote HR Knowledge in the cell, and share analytical information about HR: actively participates in decision making processes within the Operational Cell.
  • Represent the Cell during field visits. Gap Filler for urgent uncovered positions according to his/her profile.

 

Others

  • Manage the communication flows with the teams in the field and /or the HR Department, for issues that affect assigned portfolio.
  • Consult support services for sparring and as technical content providers when needed.
  • Participate in the operational backups.
  • Ensure a proper SAP management.

 

SELECTION CRITERIA

  • Degree in Business administration, Human Resources or similar.
  • Post graduate courses in HR management will be an asset.
  • Experience with MSF in HR coordination positions, in different missions (RCA, RDC, Chad or Asia are a plus)
  • Consolidated experience in HR management.
  • Solid knowledge and experience in managing disciplinary cases.
  • Expertise in the use of basic HR management tools (job profiles, evaluations…)
  • Good command French and English. Spanish is an asset.
  • Good computer knowledge as a user (Microsoft Office setting – command in the use of ERP (SAP) will be a plus.

 

CONDITIONS

  • Position based in Barcelona or home-based, with possible visits to the projects. 
  • Temporary position (6 months).
  • Full time job.
  • Annual gross salary: HQ-4C € (Twelve monthly payments) + Secondary benefits based on the MSF Spain Reward Policy.
  • Starting date: January 2026.
