GENERAL CONTEXT 

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MAIN PURPOSE 

Ensure high‑quality administrative, logistical, and organizational support to internal and external learning activities coordinated by the Learning Unit, enabling effective access to learning solutions and smooth implementation of the OCBA Global Learning Offer. 

 

JOB OVERVIEW 

The Training Administrative Officer supports the Learning Unit by coordinating administrative, logistical, and data‑related processes linked to internal learning solutions and external training participation. The role ensures accurate management of training cycles, participant administration, financial follow‑up, and learning data, in close collaboration with Learning Unit colleagues, other MSF Operational Centres, and support departments. By maintaining efficient systems, clear communication, and reliable records, the position contributes to consistent learning delivery and equitable access to training opportunities across OCBA and the wider MSF movement. 

 

RESPONSIBILITIES AND MAIN TASKS   

  • Coordinate administrative and logistical processes for Learning Unit‑managed trainings to ensure timely, compliant, and cost‑effective delivery.  
  • Manage application, registration, and documentation workflows to guarantee accurate participant selection and enrolment.  
  • Administer financial processes related to training activities, including invoices, reimbursements, and funded training schemes, ensuring proper validation and payment.  
  • Facilitate access to internal and external learning opportunities by maintaining clear communication and updated learning information.  
  • Maintain accurate learning data in corporate systems and repositories to support reporting and decision‑making.  
  • Coordinate with other Operational Centres and host locations to ensure aligned administrative practices and documentation.  
  • Support language learning programs by managing participant administration and supplier coordination.  
  • Contribute to the review and improvement of learning administrative procedures to enhance service quality and efficiency. 

 

ROLE’S SPECIFIC ELEMENTS 

  • Interfaces with multiple stakeholders across HQs, field missions, and Operational Centres.  
  • Requires flexibility to adapt to training schedules, including peak activity periods.  
  • Operates within an international, multicultural humanitarian organization.  
  • Ensures compliance with internal policies and external funding requirements (e.g., FUNDAE). 

 

SELECTION CRITERIA 

  • Qualification in administrative management, secretarial studies or a related field is required.  
  • Previous experience with Médecins Sans Frontières in a similar or related position is required.  
  • Proven experience in administrative support and coordination roles, preferably in international or multicultural environments.  
  • Experience supporting training, learning or educational activities will be considered an asset.  
  • Fluency in English is required. French and/or Spanish will be considered an asset.  
  • Advanced proficiency in Microsoft Office tools and familiarity with virtual collaboration platforms (e.g. Teams, Zoom). Knowledge of ERP or HR systems (e.g. SAP) will be considered an asset. 

 

 

CONDITIONS 

  • Location: Any OCBA HUB (Barcelona, Madrid, Bilbao, Sevilla, Amman, Nairobi, Dakar, Bogotá) 
  • Contract duration:  4 to 6 months temporary contract. Full time job. 
  • Conditions: IRP2 Level HQ-2B (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.  
  • Expected starting date:  End of June 2026/ Early July 2026.
