GENERAL CONTEXT  

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.   

 

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.  Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.   

 

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Human Resources Department, of which the Learning Unit is one essential component. 

 

MAIN PURPOSES 

Continuous improvement of the quality of care and capacity building of our staff have remained to be OCBA’s top priorities for the last couple of years. In addition to other models and initiatives developed and  supported by the learning unit and Med dept, MSF OCBA has invested and wants to continue to invest in the use of simulation  for medical learning, and improving quality and safety processes that contribute to ensure good medical practices, reflect and solve challenges and problems we face in our daily work, define new ways of doing things, and bring about positive changes at the individual, team and organizational levels. 

 

In order to take advantage of the benefits of this methodology, MSF shall continue to integrate simulation into our medical learning, quality improvements and our daily work in the organization at all levels, while at the same time striving to develop simulation expertise in MSF. 

  

The main aim is to positively contribute to the quality of humanitarian medical assistance MSF provides to the population. 

 

MAIN OBJECTIVES 

  • Continuing capacity building activities in simulation methodology  

  • Embed simulation in MSF medical humanitarian action (MSF ecosystems) to contribute to the reflection, improvement, and innovation of its medical-humanitarian activities. 

  • Continuous innovate the use of simulation in and for MSF for the benefit of individuals, teams, and the organization itself. 

 

PLACEMENT WITHIN THE ORGANISATION 

  • The position holder seats in the Medical department and will closely collaborate with the Learning Unit, Medical Department L&D Advisor, Quality of care ref, patient safety ref and other relevant Technical Referents. 

  • This position reports hierarchically to the Med Dpt HoU in charge of Learning component. 

  • The position supervises the MST and MIOS simulation. 

 

TASKS/RESPONSIBILITIES 

General Responsabilities: 

  • Contribute to the ongoing development and implementation of the MSFOCBA medical strategic plan. 

  • Participate in different medical departmental planning phases/ regular meetings and workshops and other forums. 

  • Contribute to the midyear and annual reports analysis and narration and other ad hoc requests. 

  • Proactively stimulate interdisciplinary and transversal collaboration at all levels (project, mission, cells and interdepartmental including in interdisciplinary dossiers, guidelines development/revision and ensure simulation is incorporated as appropriate.  

  • Consolidate and report on lessons learnt to capitalize the strategies and propose recommendations to improve quality in the capacity building efforts and in the medical humanitarian action. 

 

Simulation responsibilities: 

  • Guide and support missions/ projects/referents in the needs analysis and deployment activities to integrate Simulation methodology during the AP planning for 2027, to maximally impact continuous quality improvement and patient safety process/initiatives. 

  • Develop/Coordinate/Finalize and validate the simulation solutions and scenarios packages to support the training needs and quality/safety improvement processes already planned for 2026. 

  • Oversees the planning, organization, and deployment of resources for the training and simulation events in coordination with Field HR Teams, medical L and D ref and Learning Unit Administration Services and relevant teams.  

  • Implements/ supports monitoring and reporting of the different capacity building and quality /safety improvement activities that utilize simulation. 

  • Collaborate with other OCBA or other OCs simulation referents and departments on transversal projects related to simulation 

 

MST/Medical Learning Facilitators, Management & Implementation: 

  • Support of the development and implementation MIO, Flying facilitators strategy, and implementation plan in collaboration with Medical L&D referent and specific referents including simulation for training and for quality/safety improvement processes. 

  • Together with LD referent, Ensures preparation and support to pool of sim-fac/ MST through the provision of ongoing capacity building and coaching. 

  • Coordinates the Sim fac deployment plans (dates, plans, pre-activities) / follow-up / resources needed.  

  • Work with the referents and Sim facilitators according to the technical areas to ensure provision of required training materials, including simulation. 

  • Continue the integration of simulation solutions when needed to enhance learning or quality/safety improvement processes (ex. Existing training inside of SRH and PED package to adapt to simulation trainings). 

 

In collaboration with Medical Learning Referent and Learning Unit: 

  • Support and participate in the annual analysis of learning needs and definition of required L&D field interventions to promote the development of medical staff capabilities according to medical-operational priorities and in response to field requirements for 2027. 

  • Participate in running specific Learning Needs Assessments (LNA) in collaboration with Medco and/or PMR and adapt simulation training programs to meet mission requirements. 

  • Participate and support in Surveys and evaluation initiative of different learning solutions including simulation. 

 

SELECTION CRITERIA  

  • Degree in Medicine, Nursing, or Midwifery. 

  • At least two years of experience in designing, implementing, and monitoring simulation-based learning programs in academic and/or professional settings, preferably in the medical field. 

  • Qualified simulation training and certificate of completion from a recognized academic institute or organization. 

  • Experience in using simulation for quality improvement and patient safety processes is desirable. 

  • At least 1 year of field experience with MSF or other medical humanitarian organizations, including both regular and emergency interventions. 

  • Fluent in English and French (mandatory); Spanish and/or Arabic are considered assets. 

  • Availability and willingness to travel frequently to field locations. 

 

CONDITIONS 

  • Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). 

    • Homebased allowed (up to 6 months). 

  • Full-time position, with at least 40% field travel. 

  • Duration: Temporary (maternity leave, aprox 6 months but not confirmed yet). 

  • Contract type and conditions will be defined according to the local legal framework of the hosting MSF-OCBA Hub. 

  • Annual gross salary: level HQ-4A + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.  

  • Starting date: End of May 2026.
