GENERAL CONTEXT

MAIN PURPOSE

To deliver Applied Security trainings and staff Capacitation in the missions of Cell 2 (Niger, Mali and Burkina Faso), where the Applied Security Adviser cannot access due to security matters, while also providing operational security support, simulations and practical exercises tailored to each context. Potentially, the same profile could assist covering the needs expressed by Central African Republic and Nigeria missions.

 

CONTEXT AND GENERAL OBJECTIVE OF THE POST

The role focuses on delivering and coordinating the Applied Security Course in field missions, adapting content to each operational context. It involves preparing and facilitating theoretical and practical sessions, supervising group work, and ensuring learning objectives are met, while managing training schedules, materials, and logistics. The position also includes designing and leading security simulations and practical exercises (risk analysis, site protection, safe movement, and contingency response), tailored to real mission risks. Operationally, it supports the assessment and strengthening of security measures, conducts risk reviews and drills, and contributes to building the capacity of key staff. In close coordination with technical advisors, the role participates in field visits and course evaluations, supports continuous improvement of the program, and provides basic administrative follow-up for training activities.

 

RESPONSIBILITIES AND MAIN TASKS

The Flying Lead Facilitator – Applied Security Course on-site is accountable for the effective delivery of context-adapted security training in field missions, ensuring learning objectives are met through high-quality facilitation, simulations, and practical exercises. The role is responsible for strengthening operational security competencies of staff, supporting risk mitigation measures, and contributing to safer project implementation. In close coordination with the Applied Security Advisor and technical referents, the position ensures continuous improvement of training content, supports capacity building of key teams, and provides operational feedback to mission coordination, while maintaining appropriate administrative follow-up of training activities.

 

Course facilitation

  • Lead the delivery of the Applied Security Course on-site in missions, adapting content to the specific operational context.
  • Prepare and facilitate theoretical and practical learning sessions.
  • Coordinate and supervise group work.
  • Ensure compliance with learning objectives and pedagogical plans.
  • Manage training timing, materials, and logistical setup.

 

Security simulations and practical exercises

  • Design and facilitate security simulations: site securisation, threat analysis, movement security, contingency response.
  • Deliver practical exercises related to context analysis, acceptance strategies, mitigation measures, and security procedures.
  • Adapt scenarios to the real risks faced by each mission.

 

Operational security support

  • Assess relevance and applicability of Security and Safety mitigations measures in projects.
  • Conduct Security and Safety Risk review for practical competences acquisition.
  • Conduct practical security exercises and drills for improvement of security practices.
  • Contribute to capacity building of key staff project management teams and sites security focal point on movement security, site protection and contingency planning and response.
  • Address issues identified during assessment or propose corrections to project management and mission coordination teams, in coordination with the Applied Security Advisor.

 

Coordination and follow-up

  • Work in close collaboration with the Applied Security Advisor and other technical referents.
  • Participate in field visit planning.
  • Participate in course evaluations and contribute to continuous improvement of ASC content and methodology.
  • Support basic administrative follow-up related to training activities in the field.

 

SELECTION CRITERIA

  • Minimum 5 years of humanitarian field experience.
  • At least 3 years of experience with MSF.
  • Proven experience as Logistics Coordinator, Field Coordinator and/or Head of Mission (minimum 2 years).
  • Strong experience in operational security management in high-risk contexts.
  • Proven experience in adult learning facilitation.
  • Proven experience facilitating security simulations, capacitation and practical exercises will be an asset.
  • Familiarity with the Applied Security Course curriculum or MSF learning frameworks will be an asset.
  • Strong familiarity with MSF operational guidelines and humanitarian principles.
  • Proficiency in English, French, mandatory. Knowledge of Arabic will be an asset.

 

CONDITIONS

  • Homebased with frequent field visits (up to 50% of the time).
  • Contract duration: 12 months, until 27th February 2027.
  • Part time position.
  • Annual gross salary: IRP2 level 4 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
  • Practical working conditions are as per the MSF-OCBA guideline.
  • Starting date: ASAP.
