GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Finance Department.

 

CONTEXT AND GENERAL OBJECTIVE OF THE POST
The Mobile Support Technician (MST) Finance Learning will contribute to the sustainability of the program learning and development system by providing technical support to MSF missions for the implementation of local finance training. The role involves identifying and analysing training needs and providing innovative training solutions, building the skills of coordinators to support financial teams in projects, and contributing to defining strategic procedures that ensure finance minimum standards, focused on finance security and budget management. By fulfilling these responsibilities, the MST Finance Learning will contribute to ensure that finance staff in missions have the knowledge and skills necessary to perform their roles effectively and support MSF's mission. The MST Finance Learning will work closely with the Field Accountancy Team and receive support from the Learning Unit when needed.

 

RESPONSIBILITIES AND MAIN TASKS
Continuous Learning and Development

  • Continuously review and update the Finance Learning Resources Mapping to ensure it is comprehensive and up to date, identifying any gaps in training solutions and proposing innovative solutions to overcome these challenges.
  • Maintain and update internal course content, including the FinCo Course, to ensure that finance staff have access to current and relevant training materials.
  • Ensure that the Knowledge Centre on the Financial Portal remains a valuable resource for staff with relevant and up-to-date information.
  • Collaborate with the Learning Unit to ensure soft skills courses are available and followed by finance staff.
  • Design a training follow-up tool that includes post-training follow-up to assess the effectiveness of training solutions and identify areas for improvement.
  • Participate in Social Learning Priorities of the FinOp Service by sharing experiences and best practices.
  • Support the identification of high-potential finance staff for future development opportunities.
  • Support program in implementing capacity-building strategies for locally hired staff and sustainable processes for collaboration between departments.

 

Finance training implementation

  • Support the design of local training workshops, including agenda and logistical organization.
  • Identify facilitators within the mission and external facilitators and provide support to help them deliver training courses effectively.
  • Support the elaboration of training modules and facilitate some modules if necessary.
  • Define a package of priority training and a catalogue of finance training for remote trainings in 2023.
  • Organize remote training sessions, both collective and individual, by identifying participants, setting up connections, and creating a calendar.
  • Facilitate training sessions in collaboration with the MST Field Accountancy, either remotely or in-person.
  • Provide individual induction training, both remotely and on the field, for FinCo and Admin Managers, including post-training follow-up to ensure continued development.

 

SELECTION CRITERIA

  • Relevant technical degree or diploma.
  • 2 years’ experience in relevant field or HQ positions in MSF.
  • Experience providing training to adult learners.
  • Experience of Finance Coordinator in MSF OCBA.
  • Fluent written and spoken English and French. Spanish is an asset.
  • Financial Technical knowledge.
  • Management skills.
  • Good written and oral communication.
  • Ability to set priorities and organize his/her own work.

 

CONDITIONS

  • Homebased with frequent field visits (up to 60% of the time).
  • Contract duration: Up to end of 2023 with possible extension. Type of contract according to the local contract modality.
  • Full-time work.
  • Annual gross salary: IRP2 level 5 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
  • Practical working conditions while in the field are as per the MSF-OCBA guideline.
  • Starting date: ASAP.
