GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MAIN PURPOSE

To conduct ethical and behavioural investigations across MSF OCBA operations to ensure violations of MSF Behavioural Commitments are addressed professionally, safeguarding affected persons and supporting a safe, respectful, and dignified environment.

 

JOB OVERVIEW

The MST Ethics and Behaviour Investigator strengthens MSF OCBA’s safeguarding and behavioural accountability system by conducting administrative investigations into allegations of abuse, including sexual exploitation, abuse and harassment, discrimination, bullying, aggression, abuse of power, and other breaches of MSF Behavioural Commitments. The role ensures investigations follow due process, confidentiality, conflict of interest standards, trauma  and survivor centred principles, and MSF case management guidelines. Responsibilities include gathering and analysing evidence, conducting interviews, maintaining case management records, writing high quality reports with substantiated findings, and ensuring secure handling of sensitive data. The MST collaborates with the Ethics and Behaviour Lead and Case Management Manager and may travel to country programmes when needed.

 

RESPONSIBILITIES AND MAIN TASKS

  1. Conduct investigations into alleged violations of MSF Behavioural Commitments, remotely or through field travel, ensuring adherence to MSF case management standards.
  2. Gather and analyse evidence through interviews, document review, and other investigative techniques to establish clear findings.
  3. Ensure safeguarding principles—including due process, confidentiality, survivor‑centred approaches, and conflict‑of‑interest management—are systematically upheld.
  4. Maintain investigation records by updating systems, documentation, and protocols in line with unit requirements.
  5. Prepare high‑quality investigation reports with evidence‑based findings, conclusions, and recommendations.
  6. Complete required case management documentation using approved templates and submitting all materials within agreed timelines.
  7. Secure investigation data in line with MSF’s data protection policies and confidentiality requirements.
  8. Collaborate with Ethics and Behaviour Unit leadership to ensure investigations contribute to organisational accountability and safer working environments.

 

ROLE’S SPECIFIC ELEMENTS

  • Covers investigations on multiple abuse categories: SEAH, discrimination, bullying, aggression, abuse of power, exploitation, and other behavioural breaches.
  • Requires travel to MSF OCBA country programmes as needed.
  • Works within a highly sensitive environment requiring discretion, empathy, and cross‑cultural communication.
  • Operates both independently and within a multidisciplinary, multicultural safeguarding team.

 

SELECTION CRITERIA

  • University degree or equivalent in Psychology, Sociology, Social Work, Human Resources, Human Rights, Law, or related field.
  • Professional investigation qualification (CHS, OSACO or other qualification scheme for abuse investigations).
  • Specific training to conduct interviews with children is an asset.
  • Training/experience investigating cases of SEAH is an asset.
  • Good working knowledge of trauma informed interviewing techniques is an asset.
  • Fluent in English and French are mandatory. Spanish and Arabic are an asset.

 

CONDITIONS

  • Home- based position with frequent travels to the Country Programs at field level (at least 50 % of the working time is at field level, with a regular term visits of 4-8 weeks)
  • Full time job.
  • Annual Gross salary: IRP2 Level 5 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
  • Practical working conditions while in the field are as per the MSF-E guideline.
  • Contract duration: 1 year contract with the possibility of extension.
  • Starting date: As soon as possible.
