Main Purpose

Coordinate and support the implementation of effective end-to-end supply chain operations across an assigned portfolio of programs, in alignment with operational priorities, MSF policies and OCBA strategy, in order to ensure the timely and agile availability of quality goods and services for medical operations.

Job overview 

The MST Supply Chain is part of Operations and works under the line management of the Technical Logistics Coordinator (TELOCO/TELOUE), who defines operational priorities and in close functional collaboration with the Supply Chain Coordinator and the Procurement Coordinator to ensure coherence with OCBA supply and procurement strategies and effective end-to-end supply chain support to operations.  The role provides front office supply chain support to the program’s portfolio of the cell assigned. The position is accountable for supporting the definition and implementation of mission-level supply chain strategies, ensuring compliance with MSF policies, risk mitigation, performance monitoring and continuous improvement.

Accountabilities

1. Contribute to the definition of and support the implementation of program-level supply chain strategies for the assigned portfolio, to ensure alignment with operational priorities, context constraints and OCBA supply chain objectives.
2. Participate in operational and strategic Cell decision-making, providing recommendations on supply chain challenges and priorities, international and local sourcing strategies, emergency preparedness to ensure alignment with operational needs.
3. Strengthen supply chain capacity within the assigned portfolio through functional support, coaching, mentoring, briefings, debriefings and on-the-job training delivered during regular field visits in order to ensure alignment of priorities, skills development and long-term supply chain capacity within the assigned portfolio.
4. Coordinate and support end-to-end supply chain activities (planning, procurement, transport, importation, stock management, distribution and budgeting), to ensure timely, agile and cost-effective delivery of goods and services.
5. Lead the international medical order (IMO) process for the assigned portfolio, including conducting the initial planning conversation, performing IMO calculations, internal checks, technical revision implementation, split for importation, and submission for upload in ESC portal, in close coordination with field supply teams, the cell and HQ functions, to ensure accurate, timely and compliant international orders aligned with program needs
6. Ensure the dissemination, application and contextual adaptation of supply chain policies, procedures, tools and best practices, to guarantee compliance, quality standards and justified management of exceptions.
7. Analyse country- and program-specific supply chain risks and constraints, to define mitigation measures, inform operational decision-making and support on corrective actions.
8. Support monitoring and analysis of supply chain performance through KPIs, reporting and data analysis, to identify gaps, support corrective actions, drive continuous improvement and lead reporting of supply chain performance to Cell management.
9. Contribute to supply chain budgeting and financial monitoring (including freight and international order cost allocations to program stakeholders), to control costs, identify optimization opportunities and support efficient resource use.
10. Contribute to knowledge capitalization, transversal projects and supply chain improvement initiatives, to strengthen collective learning, systems and institutional objectives.

ROLE’S SPECIFIC ELEMENTS

• Support mutualization of supply activities & resources.
• Conducts regular field visits to support field teams according to operational needs.
• Provides temporary backup to other MST Supply Chain when required.
• Participates in transversal and intersectional supply chain initiatives when required.
• In case of conflict of interest between field work and other accountabilities, the TELOCO/TELOUE shall define the priorities in agreement with the MST Supply, considering the workload.
• If the workload and portfolio are predominantly linked to a specific cell, line management will be assumed by the TELOCO/TELOUE of that cell. In the event of conflicting priorities in portfolio assignment, the Head of Log Ops will take the final decision on cell/portfolio allocation in coordination with the Supply Chain coordinator to ensure balanced workload distribution and alignment with operational priorities.

SELECTION CRITERIA

Essential

• Minimum 3 years of international experience in supply chain management in humanitarian programs. Previous experience as Supply Chain Manager, Supply C Deputy Co, Supply Chain Co
• or LTL or Log Manager with experience in end-to-end supply chain management, including planning & forecasting, procurement, transport & importation, warehousing, stock management and internal distribution.  
• Fluent written and spoken English and French. 
• Proficiency in Microsoft Office – Very good command of Excel.

Desirable / Nice to have

• Good knowledge of end-to-end supply chain management, including planning & forecasting, procurement, transport & importation, warehousing, stock management and internal distribution.
• Solid understanding of humanitarian supply chain contexts, including emergency response, constrained environments, risk management and compliance requirements.
• Understanding of supply chain performance management, including use of KPIs, reporting and continuous improvement approaches.
• Awareness of HR management principles applied to technical teams (capacity building, career paths, competency frameworks).

CONDITIONS

• Frequently travels to the missions (at least 60% of the time). Homebased position when not deployed.
• Full time position.
• For the position and if the candidate selected is authorized to reside and work in Spain, the salary will be at 34,989 € (Level 5 according to IRP2 as entry point). If the candidate selected is resident out of Spain, the compensation will be subject to the local pay scale applicable to that country.
• Practical working conditions while in the field are as per MSF-OCBA guidelines.
• Contract duration: until December 2026, with possible extension.
• Starting date: September.
