GENERAL CONTEXT

CONTEXT AND GENERAL OBJECTIVE OF THE POST
The objective of this position is to provide critical support and expertise in financial operations, risk management, and internal audit processes within the organization. This includes ensuring operational efficiency during increased workloads, maintaining continuity during staff absences, offering immediate field support, conducting thorough financial audits, analyzing incidents, and delivering insightful financial analysis to aid decision-making. Additionally, the role aims to enhance and standardize risk management and internal audit practices, developing tools and guidelines to mitigate risks and ensure consistent and effective financial management across the organization.
RESPONSIBILITIES AND MAIN TASKS
Support to the Finop Team:
- Provide Finoco support in an Operational Cell: Ensure that the Operational Cell can maintain efficiency and performance levels when there is an increased workload due to contextual changes or specific situations. (Maximum 2 months).
- Back up Finocos during their absence: Maintain continuity and consistency in financial operations and support services during breaks, holidays, or any other absences of Finoco personnel.
- Short field support: on-ground financial assistance and expertise to field operations, ensuring smooth and efficient financial processes. (Maximum 1 month)
- Carry out Internal Finance Audits (max 2 in a year): Assess and verify the accuracy, reliability, and compliance of financial procedures and reports within missions.
- Consolidation and analysis of Incident reports and recommendations from Internal Audit, Finocos and Acter’s visits: Aggregate and analyze incident data to identify trends, generate insights, and provide recommendations to mitigate future risks.
- Specific financial analysis and information insight: Offer detailed financial analysis and insights to support decision-making processes and enhance financial management strategies.
Development:
- Risk Management (build on experiences learned)
- Develop a risk catalog: Create a comprehensive library of risks to aid in identifying potential risks and guiding new team members in recognizing and managing these risks.
- Improve the Risk Mapping Tool: Integrate the risk catalog into the tool and evaluate possible enhancements to make the tool more effective.
- Implementation with Pilot Missions: Test and implement the improved risk management processes in selected pilot missions to refine and optimize the approach.
- Develop Risk Management Guidelines: Create and implement guidelines for risk assessment, tolerance levels, decision-making, remediation plans, consolidation, and monitoring to establish a standardized risk management framework.
- Internal Audit
- Review and update the Internal Audit Manual and Framework (Frat): Ensure that the internal audit procedures, protocols, and standards are up to date and aligned with best practices.
- Develop an Internal Audit Guideline: Elaborate a consistent protocol or guideline to assist department members in performing thorough and consistent audits.
The Job Profile reflects the priorities of the position. However, the uncertain global context can generate new urgent priorities. Flexibility will be necessary.
SELECTION CRITERIA
- Training: Economics and/or Business Administration or proven experience in financial and accounting management, risk management knowledge.
- MSF experience: minimum 18 months or 3 missions (of which 12 months as a Finco in OCBA recommended).
- Desirable to have knowledge of the FFC/SAP/N’Justy.
- French and English compulsory. Spanish is an asset.
- Good computer skills, proficient Microsoft 365.
- Excel good knowledge.
- Availability to travel.
CONDITIONS
- Position based in an OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar Amman or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Available to travel to the missions (1 or 2 field visits, 10%).
- Full time job.
- Contract: 1 year (temporary position).
- Annual Gross salary: HQ-4A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Practical working conditions while in the field are as per the MSF-E guideline.
- Starting date: May 2025.
