MAIN PURPOSES
The purpose of the role is to provide strategic and technical support to field logistics teams, ensuring alignment with MSF’s operational and logistics policies. Contribute to the quality and effectiveness of humanitarian responses through technical advice, supervision, and coordination, particularly in complex and emergency contexts.
JOB OVERVIEW
The Operational Logistics Advisor (TELOCO) supports MSF OCBA’s missions by advising on logistics strategies, ensuring policy implementation, and contributing to security management. The role involves collaboration with field teams, technical referents, and other departments to ensure operational effectiveness. The TELOCO is primarily assigned to Cell 3.
TASKS/RESPONSIBILITIES
- Define and regularly update the logistics strategy for missions within the assigned portfolio, ensuring alignment with both operational goals and the Logistics Department’s policies to support effective humanitarian responses.
- Advise field logistics teams throughout all phases of the project cycle—including exploratory, emergency, and regular missions—by providing technical guidance and ensuring adherence to MSF standards.
- Support the preparation and development of annual project plans by contributing logistics expertise, in coordination with the operational cell and technical referents, to ensure feasibility and resource alignment.
- Ensure the implementation of MSF’s logistics and ITC policies, guidelines, and recommendations in missions, and identify and escalate any contextual constraints that hinder their application.
- Monitor and evaluate the supply chain management systems in missions, ensuring they are efficient, compliant with OCBA policies, and responsive to operational needs.
- Coordinate the planning and management of emergency stocks in line with the Emergency Preparedness Plan (EPP), ensuring readiness for rapid deployment.
- Follow up on the logistics performance of missions through regular field visits, technical reports, and analysis of logistics indicators to ensure quality and continuity.
- Contribute to security management by advising on the logistical implications of security plans, supporting the implementation of security guidelines and measures, and participating in crisis management teams and critical incident simulations when needed and supporting the field teams in the setting up of incidents management teams.
- Participate in human resources processes by reviewing job descriptions, supporting recruitment, and contributing to the development and evaluation of logistics coordinators and other field staff.
- Conduct technical briefings and debriefings for logistics professionals, identify training needs, participate in learning initiatives and ensure access to updated technical and methodological information.
- Represent the operational cell during field visits and internal meetings, contributing to strategic decision-making and ensuring logistics perspectives are integrated into operational planning.
- Facilitate communication and coordination between field teams, the Logistics Department, and support services to ensure timely resolution of technical issues and promote knowledge sharing.
- Direct management/coordination of the MST and Regional techicians
ROLE´S SPECIFIC ELEMENTS
- High involvement in security management due to challenging contexts.
- Flexibility to support other cells as a gap-filler.
- Frequent travel and availability on short notice.
SELECTION CRITERIA
- Degree in Engineering or a related technical field is preferred.
- Minimum of 3 years of experience in humanitarian logistics coordination roles, preferably within international NGOs or humanitarian organizations.
- Strong experience in security management, emergency response, and logistics operations in complex or insecure environments.
- Field experience in one or more of the following technical areas: WASH, cold chain, construction, transport, fleet, or infrastructure management.
- Experience working in Central African or similar humanitarian contexts will be considered a strong asset.
- Fluency in French and English (written and spoken) is required.
- Strong understanding of humanitarian operations, with excellent analytical, coordination and problem-solving skills. Previous experience with MSF will be considered an asset.
CONDITIONS
- Position based in Barcelona or Homebased
- For level HQ 4C positions and if the role is based in one of our offices in Spain, the salary will be at €49,685.25. If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub.

- Contract duration: from August 2026 to January 2027.
- Starting date: 17/08/2026.
