GENERAL CONTEXT
Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide.
MAIN PURPOSE
The Processes and resources manager will ensure effective HR and financial management support to Cell 4 missions, guaranteeing alignment with MSF policies and principles, and contributing to operational objectives. She/he will act as an operations partner for HR and Finance, providing strategic and technical support to field teams, ensuring compliance with organizational standards and promoting quality and efficiency in resource management.
The Processes and resources manager (HR&FIN) is hierarchically accountable to the Head of Operational Cell 4 (RECO) and functionally to Head of HR Management Unit and Head of Operational Finance Management Unit.
RESPONSIBILITIES AND MAIN TASKS
- Provide strategic and technical support in HR and Finance to field teams.
- Ensure implementation of OCBA financial policies and operational strategy.
- Support project proposal development and validate financial strategies.
- Supervise and consolidate field budgets and annual planning.
- Monitor financial standards, including BFUF, treasury levels, donor reporting, financial governance, audit follow-up, and participation in key operational and financial decision-making forums. Provide technical coaching and training to Finance Coordinators and Administrators.
- Act as HR referent for the cell, ensuring alignment of HR strategies with operational needs.
- Support HRCo in implementing HR policies and plans, ensuring compliance with local legislation.
- Promote initiatives to improve team performance and people management in missions, including prevention and management of behavioral issues, conflict resolution, and contribution to critical incident management when required
- Manage the communication flows with the teams in the field and /or the HR Department, for issues that affect assigned portfolio.
- Ensure a proper SAP management
SELECTION CRITERIA
- Degree in Business administration, Human Resources or similar.
- Post graduate courses in HR or Finance management will be an asset.
- Minimum 2 years’ experience with MSF in HR coordination positions at field level.
- Consolidated experience in HR and finance management.
- Experience with MSF as Finance coordinator is an asset.
- Good command in English and Spanish is essential; French is an asset.
- Good computer knowledge as a user (Microsoft Office setting) command in the use of ERP (SAP) will be a plus.
CONDITIONS
- Position based in Bogotá, Colombia with frequent international travel (approx. 25% of the time)
- Duration of position: 1 year contract (interim position due to maternity leave).
- Full-time position.
- Annual gross salary: Salary conditions and secondary benefits (subject to MSF-OCBA Rewards Policy of the OCBA HUB where the position will be based – Bogotá)
