PROJECT MEDICAL REFERENT / PROJECT MEDICAL COORDINATOR FOR THE SENIOR EMERGENCY EXTENDED PACKAGE

MAIN PURPOSE 

Participates in defining, planning and monitoring medical activities and programs mainly in emergency interventions, in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF.    

 

TASKS/RESPONSIBILITIES 

  • In collaboration with the Project Coordinator and the rest of team, the Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols.  Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoH and other local medical actors  
  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program   
  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.   
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.  
  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.   
  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.  
  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health. 

 

ROLE´S SPECIFIC ELEMENTS 

  • Supervising the implementation of safety and health protocols in order to ensure safe working conditions for the project staff, ensuring, together with the field coordinator, an optimum psychological status of all project staff, looking for and suggesting solutions in case of mental health related issues   
  • Evaluating program performance and providing all the required reports to FC/MEDCO on project planning, project monitoring and project evaluation in line with Mission reporting cycle.  
  • Leads and participates in rapid health assessments and exploratory missions during sudden crises, outbreaks, natural disasters, or influxes of displaced populations. Rapidly designs and deploys emergency interventions, mass-casualty protocols, outbreak response strategies…  
  • possibility to cover gaps in regular programs.   
  • Oversees active epidemiological monitoring to detect potential disease outbreaks or health deteriorations early, ensuring timely scaling up of emergency responses.   
  • Adjusts team composition dynamically during activity surges. Conducts fast-track recruitment, induction, and clinical training for national and international staff on emergency protocols and gap-filling priorities.   
  •  Ensures emergency buffer stocks, kits, and essential drugs are maintained and rapidly deployed to support emergency responses or prevent stockouts in supported facilities.   

 

SELECTION CRITERIA 

  • Medical doctor or paramedical degree. Specialization or training in Tropical Medicine, Epidemiology, Public Health or related fields will be considered an asset. 
  • Minimum 18 months or 3 missions of experience as Project Medical Referent (PMR) with MSF. 
  • Previous experience as PMR in emergency and/or insecure contexts is mandatory. 
  • Fluency in English and French is mandatory. Spanish and/or other languages will be considered an asset. 
  • Excellent computer literacy, including Word, Excel and internet-based tools. 
  • Completion of PSP, FRT and/or FC/PMR courses will be considered an asset. 
  • Strong competencies in people management and development, behavioural flexibility, results and quality orientation, teamwork and cooperation. 
  • Strong commitment to MSF principles and values. 

 

CONDITIONS 

  • Based in the field during interventions.   
  • Salary defined by the MSF-Spain salary grid (EEP conditions, IRP2).  
  • Commitment: 18 Months. 
  • Availability to travel frequently and be based overseas.  
  • Availability to work in unstable and or Highly Insecure Contexts (HIC).
