GENERAL CONTEXT

Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide.

 

MAIN PURPOSE

Lead the global Simulation strategic initiative, an inter-OC program, with authority to influence MSF-wide policy and standards, in order to strengthen MSF’s operational and medical capacity globally and ensure alignment with MSF principles and long-term priorities.

 

JOB OVERVIEW

Lead the strategic transition and global scaling of MSF’s Field Simulation Program, ensuring its integration across all Operational Centers and positioning MSF as a global benchmark in humanitarian simulation. The role drives inter-OC collaboration, policy harmonization, and governance, while fostering innovation in simulation to strengthen MSF’s operational and medical capacity worldwide. It carries the critical responsibility of safeguarding the knowledge, vision, and significant investment made in the program, ensuring its impact and sustainability for the future.

 

RESPONSIBILITIES AND MAIN TASKS

  • Define global vision and policy for the Simulation strategic initiative and inter-OC programs, ensuring alignment with MSF’s long-term objectives.
  • Lead governance structures and decision-making processes across all OCs, influencing global standards and operational frameworks for simulation.
  • Represent MSF in international forums, advocating for humanitarian priorities and positioning MSF as a global leader in simulation and preparedness.
  • Ensure the continuity and sustainability of the Field Simulation Program, safeguarding the knowledge, vision, and significant investment (7 years and €3M) made in the program, embedding its outcomes into MSF’s global operational framework.
  • Design and oversee the Simulation transition plan, including communication strategies and tools for implementation across OCs.
  • Drive innovation and research in simulation to strengthen MSF’s operational and medical capacity worldwide.
  • Monitor and report on progress, KPIs, and risk mitigation plans to senior leadership and governance bodies.
  • Build and maintain strategic partnerships with external actors to enhance MSF’s influence in humanitarian simulation practices.
  • Promote and integrate transversal priorities such as diversity, safeguarding, quality and safety, and emergency preparedness across all strategic initiatives.
  • Relies on the Senior Simulation Expert for technical validation, while retaining accountability for strategic decisions and global adoption.

 

SELECTION CRITERIA

Education

  • A master’s degree in project management, Health Management, Organizational Strategy, or a related field.

 

Experience

  • Proven experience in change management practices and stakeholder engagement strategies within MSF
  • Minimum 5 years of experience in high-level coordination roles within MSF, with proven ability to navigate complex organizational structures and lead cross-departmental initiatives.
  • Demonstrated ability to lead global initiatives and influence policy across multiple organizational entities.
  • Experience in simulation-based strategies or capacity-building programs is a strong asset.
  • Experience engaging with external partners, networks, to support simulation or capacity-building initiatives, is an asset
  • Strong background in governance, budgeting, and resource optimization.
  • English is mandatory; French and Spanish are attractive.

CONDITIONS

  • Position based in Barcelona or any MSF-OCBA Spanish Hub: Bilbao, Sevilla or Madrid.  Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.).
  • Duration of position: Temporary position until october 2026.
  • Full-time position.
  • Annual gross salary: level HQ-5 (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
  • Starting date: ASAP.
