GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MAIN PURPOSE
To act as the designated focal point for the roll out and/or strengthening of a specific strategy, system, policy, process or tool across MSF portfolio, ensuring effective implementation and uptake by users. The role ensures users are well equipped—through coaching, training and guidance—to apply and maintain the implemented component in line with MSF policies and strategic objectives.
CONTEXT AND GENERAL OBJECTIVE OF THE POST
The objective of this role is to strengthen program supply chain performance through hands on support, technical expertise, capacity building, on the job training and system optimization.
The MIO works with a pre established Terms of Reference, conducts field based implementation actions, contributes to capacity building of staff through the application and transfer of technical know-how according to MSF policies, standards and procedures, delivers structured training and supports change management processes to enable the development of the programs in perfect working conditions and optimize the impact of our operations.
The position ensures that the program team understand and apply the new or improved way of working, supported by adequate documentation, engagement of stakeholders, and coordination with Cells, MST Supply Chain and functional Coordinators. The Mobile Implementation Officer also contributes to continuous learning through feedback, documentation, and participation in briefings or forums, while offering punctual remote support between deployments.
RESPONSIBILITIES AND MAIN TASKS
- Implement the assigned strategy, training, system, policy, process or tool in programs according to the Terms of Reference and agreed standards.
- Plan deployments with Log Ops (head or Support), Cells and Programs leadership to ensure logistical and administrative readiness, including required preparations for field travel.
- Review and Validate clear Terms of Reference for each visit, ensuring clarity on objectives, responsibilities, and expected outcomes.
- Develop and maintain an implementation plan that structures activities such as briefings, trainings, workshops, and follow up.
- Analyse the program environment to prepare the deployment phase and ensure context appropriate adjustments to the implementation approach.
- Ensure technical prerequisites (documentation, configuration, data preparation, testing, etc.) are in place to facilitate successful roll out.
- In collaboration with L&D and Supply Chain Back office, Design and provide training to program staff to enable correct and sustainable use of the implemented component.
- Support change management by engaging stakeholders, strengthening ownership, and ensuring long term sustainability of the new way of working. Capitalize, document, and share operational learning and lessons learned to contribute to continuous improvement, innovation, and collective knowledge within the department and across the organization.
ROLE’S SPECIFIC ELEMENTS
- Based at home country with frequent field deployments based on clearly defined Terms of Reference (At least 50% of time spent in Field Visits of his/her working time).
- Strong focus on coaching, mentoring, and on-the-job capacity building.
- High flexibility and availability for short-notice deployments.
- Contribution to transversal and mission-independent supply chain improvement projects.
- Provides temporary backup to other Cell Supply Chain MST when required.
- Participates in transversal and intersectional supply chain initiatives when required.
SELECTION CRITERIA
Education and experience
- Degree in supply chain management or equivalent.
- Minimum 2 years of international experience in supply chain management in humanitarian programs.
- Working experience with MSF at both project and coordination level, is a strong asset.
- Essential experience in adult training.
- Experience in different emergency contexts is desirable.
- Desirable experience in project / change management.
Knowledge
- Knowledge of end-to-end supply chain management, including planning & forecasting, procurement, transport & importation, warehousing, stock management and internal distribution.
- Understanding of humanitarian supply chain contexts, including emergency response, constrained environments, risk management and compliance requirements.
- Understanding of supply chain performance management, including use of KPIs, reporting and continuous improvement approaches.
- Proficiency in Microsoft Office – Very good command of Excel.
- Experience leading, coaching or working with teams in some remote, or security tight context to achieve desired results.
- Fluent written and spoken English and French.
- Spanish or Arabic would be an asset.
CONDITIONS
- Homebased with frequent field visits (at least 50% of the time).
- Contract duration: until 31st December 2026.
- Full time position.
- Annual gross salary: IRP2 level 4 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
- Practical working conditions are as per the MSF-OCBA guideline.
- Starting date: May 2nd 2026.
