GENERAL CONTEXT AND MAIN PURPOSE
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.
Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar, and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department.
Since June 2021, Tembo started a process of scale up across the Operational Centers (OCs) and the movement. The fundamental objective is to create access and inclusion to all our staff worldwide (more than 63K people, and across OCs a cumulative of +120 missions worldwide).
At date, the team has already managed to reach approx. 30% of the global MSF population with +21K staff being registered as unique users´ activity in the past 12 months.
The global scale up pursue to reach the remaining 70%, through the creation of a self-sustainable and organic growth, grounded in systemic positioning OC-specific of Tembo (e.g., being absorbed in processes / procedures).
This position will be a referent and strategic adviser in learner-centered field operations, and will support all Tembo teams and relevant MSF OCs stakeholders, in the efforts towards the creation and/or improvement of the needed environment that should enable all MSF OCs and entities to make progress on making accessible an effective and efficient digital learning adapted and oriented towards those MSF staff (potential learners / end-users) with limited and inequitable access to effective learning opportunities and support, to better contribute to MSF operations and MSF mission.

Reports to (Hierarchical): Deployment and Adoption Lead.

Communicates/ collaborates with: Tembo teams of different areas/workstreams and, in close coordination with Tembo OC focal points and Quality Assurance colleagues, with the different OCs and/or other MSF entities field support related positions (at HQ and/or Field level, inc. potential learners-end users at field level).

Supervises (Function): Functional supervision of Tembo MIO/s.
ACCOUNTABILITIES
This position is expected:
-
To contribute to put the learner in the field in the center of Tembo, addressing issues around learning needs, usability, navigation, interactivity, support for potential learners-end users, learning recognition, and maintenance of course content in the Tembo platform, with integration of the Learner Feedback process to an overall system.

Actively participating in the planning and implementation follow-up of field – potential learners assessments and be involved in the development of proposals for potential field-operational interventions, receiving data and reports from the field, contributing (together with the rest of Tembo teams) in its analysis and timely feedback; contributing to the definition of priorities in field-operational research, suggests ideas and participates in the follow up and supervision of potential operational-field research activities.

To contribute to the “transversal” analysis of Tembo projects and capitalizing on experience through strategic documents, recommendations, and guidelines.

To participate in discussions on design, development, implementation, review, and modification of specific Tembo projects, together with the other advisers/referents of the different Tembo areas/workstreams.

To participate and contributing to Tembo activities through providing proposals concerning the enhancement of the quality and relevance of Tembo learner-centric services.

To support the different OC teams in nurturing the adoption and deployment of TEMBO´ products and services at mission and HQ level with long term sustainability, supporting and influencing the OCs focal points to develop and / or maintain a field leaners-user's centered approach.

Developing and maintaining Deployment and Adoption knowledge of practices and approaches within the area of expertise, and to share this knowledge with others to enhance operational effectiveness, in particular:
-
Carrying out assessments and suggesting adoption measures based on each OC characteristics (e.g., L&D vision and strategy, organigrams etc.) through close collaboration with Tembo OCs’ focal points and the identified key actors at HQ and mission level.

Facilitating Tembo team sessions and provide on-the-job training on technical basis according to MSF standards to enable effective implementation of relevant methodologies, systems and tools and ensure best practices are delivered.

Developing and initiating the implementation of the improvement plan based on the recommendations arising from past and upcoming evaluations.

Conducting briefings and training of facilitators (TOF) for key Tembo and/or OCs staff that will be involved in the Deployment and Adoption of Tembo.

Ensuring that the adoption at mission level is aligned with the already used learning solutions
-
Providing continuous and close follow up to the facilitators in charge of the OC deployment and adoption.

Supporting, in close collaboration with Tembo IT teams, and share recommendations to L&D teams in IT aspects related to the OCs deployments.
-
Supporting or gap-fill within the Adoption team if needed in case of OC specific and/or punctual needs arise, provide direct and fast deployment (F2F or remote) to the field.

Carry out other ad hoc activities such as quality assurance support, translations to Arabic, Spanish and French as needed in collaboration with the relevant Tembo profiles.
Coordination tasks:
-
Supporting and/or implementing and updating Tembo deployment processes ensuring adoption and scale-up across the different OCs missions, tracking progress of individual assignments of the Implementation teams, providing technical support where necessary. Coordinate and co-lead with Tembo OCs’ focal points (when requested), activities agreed and approved in the adoption workplan.

Collaboratively communication with Tembo OCs Focal points and the necessary Tembo and/or the different OCs to ensure resources and scheduling are accurate, proposing mitigation measures or solutions face any challenge identified and interlocution with main actors that potentially can participate in putting in place these measures.

Tembo procedures creation to facilitate the Tembo adoption in missions and maintaining documentation templates in accordance with any changes in the processes.

Maintaining the project implementation tracker, assess new requirements and share experiences with other Tembo team members and OCs teams.

Providing the field missions with adapted support according to the needs and requests, searching actively within Tembo teams for the needed answers, seeking advice of specialist in the matter to provide the best available solutions, based always in an IT and learner centric approach.
Beyond OCs:

Participate in engaging with entities to present Tembo and it is products/services.
Contributing to the continuous learning and development of the OCs by:

Participating in identifying Tembo training needs and subjects be addressed or areas in need of additional instruction and share with appropriate interlocutors, internally to Tembo.

Participating in updating the research and development of TEMBO products/services, creating guidance documents and SOPs on deployment and adoption (e.g. a toolbox for virtual and F2F deployments).

Link with Tembo different areas/workstreams, to ensure the deployment and adoption of Tembo integrates the components of the other workstreams / BAU and feedbacks are well addressed.
Monitoring and evaluation:

Analyzing the user’s feedback using qualitative and quantitative data gathered, being an “ambassador” of the voice of the field: register needs and interests and share with internal and external stakeholders, participating in creating tools and processes to guarantee that Tembo and the OCs are users centered.

Drafting reports to capture experiences and lessons learnt and capitalize knowledge, as well as participating in analyzing Quality Assurance trends and PowerBi metrics/data to identify specific needs and trends from the users.

In close collaboration with the Tembo OCs focal points:

Supporting the relevant stakeholders in the OCs to collect data and articulate evaluation processes / analysis.

Monitoring and supervising established and on-going work after the deployments are put in place to ensure the Tembo adoption.

Evaluating and identifying risks and proposing improvements actions to promote the Tembo adoption at mission and HQ level.

REQUIREMENTS
-
Relevant technical degree or diploma.
-
Experience as a trainer (preparation, delivery, etc.) and keen interest on innovative learning solutions, co-design, and co-creation. Experience in developing learning strategies with user centricity.

Ability to provide answers to required matters in a simple way, practical and adapted to MSF field and potential learners’ conditions-limitations.
-
MSF field experience is a strong asset.
-
Fluent in French and English. Spanish and Arabic are an asset.

Knowledge of the MSF movement.
-
Interest and sensitivity to cultural differences and ability to listen / understand different profiles / level of education.
-
Digitally competent and experience with learning technologies is desirable.
POST CONDITIONS
-
Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).

Starting date: ASAP.

Duration: until December 2023.

Possible extension depending on project visibility.

Annual Gross Salary: level HQ-3B (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
