GENERAL CONTEXT OF THE POSITION
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department.

 

Tembo Vision is a Learner-centered space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge. 

 

JOB GENERAL OBJECTIVE 

The E-Learning Services Manager is responsible for functional designing, optimizing the Tembo platform to align with L&D and partners strategies and user needs. This role ensures the delivery of relevant, high-quality learning experiences and the coordinated use of the platform across the MSF movement.
Directly accountable to the Head of Tembo, and as part of the Tembo Management Team, he/she provides strategic direction on Tembo’s eLearning strategic priorities and projects. He/She develops a realistic, measurable, and achievable Annual Operations Work Plan and mid-term revisions, ensuring coherence with the Tembo’s Strategic Plan, Mission, and Vision.

 

Playing a key role in implementing Tembo’s governance model, the E-Learning Services Manager will also represent Tembo in both internal and external eLearning forums and platforms.

 

PLACEMENT WITHIN THE ORGANIZATION 

  • Unit: E-Learning Services
  • Reports to: Head of Tembo
  • Works in strict collaboration with: Tembo Management Team 
  • Supervises: Tembo E-Learning Team 
  • Networks: Working Group, Steering Committee & other relevant platforms within MSF movement, upon assignment.

 

KEYS RESPONSIBILITIES

 

Coordination of E-Learning Services planning & operations

  • Design, develop and oversee the implementation of the Tembo E-Learning Services planning in line with Tembo’s general strategy and operational priorities. Provide input in Tembo’s strategy and planning, participating to the review, organization and planning cycles.  
  • Work closely with the L&Ds partners to support the definition of Tembo e-learning strategy, objectives, and outcomes in line with organizational goals. And in particular, will participate in the definition and development of Tembo strategy for 2026-2031.
  • Design, develop, and supervise the implementation of the Tembo eLearning services' planning and budget, aligning it with Tembo's strategic plan and services offer. 
  • Research, analyze and periodically inform the Management Team on the E-Learning market solutions, digital learning evolution trends and propose the integration of new technologies and strategies into services when relevant.
  • Represent Tembo in internal and external forums upon assignment.

 

Team Management

  • Set relevant objectives for E-Learning team members under his/her direct responsibility to guarantee the achievement of the goals and/or priorities. 
  • Ensure that team members of his/her area assume their respective responsibilities and the timely implementation of their tasks. 
  • Lead, support, and coach his/her team to ensure that objectives be achieved, and training needs are addressed. 
  • In close collaboration with the Tembo Resource Manager and Head of Tembo, oversee the evolution of the E-Learning services offer and the improvement of the set-up.
  • Ensure cohesion of Tembo’s E-Learning services area enhancing communication and collaboration with other Tembo areas and teams.
  • In close collaboration with the Tembo Resource Manager, the Head of eLearning is responsible for hiring, training, managing, and developing the eLearning team.
  • Ensure the eLearning team participation in initiatives/projects where their input is required and needed.
  • Foster and encourages collaboration between Learning teams and other Tembo Departments. Promotes positive and dynamic collaboration and effective ways of working within his own team and when interacting with other Tembo departments.

 

Oversight of services delivery & stakeholders’ engagement

  • Represent Tembo in both internal and external eLearning forums, including in Tembo governance platforms and other meetings upon request.
  • Establish and cultivates strong working relationships with MSF learning partners and other learning initiatives. Explores and respond whenever feasible to their distinct needs.
  • Lead the implementation of the new Change Request Procedure together with the external stakeholders and partners. This common framework will centralize and prioritize all proposed changes to maximize the use of Totara platform (currently hosting Tembo Learning Management System). 
  • Ensures quality and timely e-learning services deliverables to all stakeholders and partners. Define & monitor KPIs for service & operations to ensure quality and accountability of services provided, including partners satisfaction.
  • Promote Tembo services and value proposition among the different MSF learning partners & external stakeholders and foster possible collaborations with new learning partners.
  • Listen, collect and analyze the feedback and requests from Tembo Team and stakeholders and advise on effective solutions and resolution of issues, in close collaboration with the Tembo IT Ops Manager.
  • Together with IT department, collect and analyze users’ feedback to understand learners' needs, preferences, and pain points, and use the insights to assess and propose changes.
  • Define, produce, provide methodology, guidelines, processes, tools, and good practices for digital learning solutions, while also ensuring and monitoring compliance with them.
  • Analyze Tembo data and analytics to track learner progress, engagement, and performance, generating reports and insights for stakeholders to make data-driven decisions.

 

SELECTION CRITERIA

  • Minimum of 3 years of experience in management of complex projects involving diverse teams & multiple stakeholders.
  • University degree in a relevant field (Education, Instructional Design, eLearning, Project Management or a related field), or equivalent work experience.
  • Previous experience in the international humanitarian sector and/or with MSF (including field experience) is a strong asset. 
  • MSF subject matter knowledge in operations, medical or logistics and/or experience integrating MSF field-focused needs into eLearning initiatives is highly valuable.
  • Previous experience in digital learning technologies, LMS, instructional design or technical knowledge in IT will be valued. Curiosity and strong interest for education & innovative eLearning solutions is highly desirable.
  • Excellent negotiation, facilitation and problem-solving skills.
  • Excellent project management skills with the ability to handle multiple projects and stakeholders simultaneously.
  • Strong organizational, analytical, and planning skills.
  • Fluency in English is required. Fluency in French and/or Spanish is highly desirable. 
  • Solid digital skills (Word, Excel, PPT, Power BI, Mural etc…).

 

CONDITIONS

  • Position based in any MSF-OCBA Hub: Bogotá, Amman, Dakar, Nairobi, Barcelona or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). For the rest of Spain Delegations as Bilbao, Sevilla and Valencia: Final location will be also subject to the availability of space at the time of the final selection. 
  • Duration of position: Open ended contract.

  • Annual gross salary: HQ-4B level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
