MAIN PURPOSE 

The Tembo Technical Implementation Officer supports the Technical Project Coordinator to design, deploy and implement the portfolio of the Tembo Projects and Data department. 

The role performs technical analysis and executes assigned tasks, contributing to explore, develop and implement innovative solutions under the guidance of the Technical Project Coordinator. 

 

JOB OVERVIEW 

The Technical Implementation Officer is in charge of contributing to the execution of the portfolio of the Tembo projects and Data department by providing technical support to the Technical Project Coordinator, administrating systems and applications related to the projects, testing pilot or proof-of-concept solutions, setting up testing environment and supporting the corresponding infrastructure.  

The role will also be in charge of the operational tracking and monitoring of ongoing deployments and troubleshooting and resolving the related issues.  

 

TASKS/RESPONSIBILITIES 

Technical Implementation 

  • Configure, administer, and maintain technical environments used for Tembo Projects and Data initiatives, including test, pilot, and proof-of-concept environments and virtual machines. 
  • Support the technical implementation of offline and low-connectivity solutions under the guidance of the Technical Project Coordinator and/or external technical experts. 
  • Support the Technical Project Coordinator in assessing the technical feasibility and operational impact of new integrations. 
  • Support the Tembo Projects and Data team and other Tembo teams on other technical deployments related to the portfolio. 
  • Contribute to technical analysis of project requirements and propose practical implementation options to support decision-making. 
  • Liaise with MSF stakeholders, vendors, partners, and consultants to support technical implementation activities, clarify requirements, and follow up on technical issues 

Testing, Validation and Quality Assurance 

  • Prepare and execute technical testing plans for pilots, proof-of-concepts, deployments. 
  • Test solutions in conditions relevant to MSF operational contexts, including low-connectivity, offline access, mobile usage, and field deployment/infrastructure constraints. 
  • Identify, document, prioritize, and follow up technical issues, risks, and limitations identified during testing. 
  • Coordinate technical follow-up with vendors, consultants, and Tembo internal or external counterparts when required. 

Operational Support 

  • Troubleshoot technical issues during tests, pilots, proof of concepts and deployments. 
  • Support the setup, configuration, upgrade, and maintenance of solutions of the portfolio. 
  • Monitor ongoing deployments, including status, performance, connectivity issues, synchronization processes, and recurring incidents. 
  • Contribute to the transition of pilot solutions into operational services by supporting handover documentation, support procedures, and lessons learned. 
  • Ensure technical activities are implemented in line with security and data protection requirements. 

Documentation, Knowledge Management and training 

  • Develop, maintain, and update technical documentation, including configuration guides, testing procedures, troubleshooting guides, deployment checklists, and operational handover materials. 
  • Contribute to knowledge-sharing within the Tembo team and with relevant IT counterparts. 
  • Provide technical guidance and training to Tembo internal teams, MSF counterparts, and relevant stakeholders on the setup, use, and support of solutions within the portfolio. 

Innovation and Evolution 

  • Contribute to monitoring emerging technologies relevant to the Tembo Projects and Data portfolio, particularly in offline access, mobile learning, containerization, integrations. 
  • Support benchmarking of existing tools and solutions against alternatives available in the market. 
  • Under the Technical Project Coordinator’s guidance, identify opportunities to improve, simplify, automate, or strengthen the sustainability of Tembo technical solutions. 

 

ROLE´S SPECIFIC ELEMENTS 

  • Technical implementation role focused on systems and application administration, technical deployment, troubleshooting, connectivity, infrastructure, and integration support. 
  • Contributes to the deployment, testing, and operational follow-up of the Tembo Projects and Data portfolio, including pilots, proof-of-concepts, and project workstreams. 

 

SELECTION CRITERIA 

  • University degree in Computer Science, Information Technology, or a related field, or equivalent technical certification.  
  • Minimum 2–3 years of professional experience configuring, testing and deploying web-based applications, digital platforms or similar technical solutions.  
  • Proven experience in configuring, monitoring, troubleshooting and supporting web-based platforms, digital tools or enterprise applications.  
  • Experience supporting deployments, pilots, proof-of-concepts, testing environments and/or technical rollouts.  
  • Strong understanding of web-based applications, digital platforms, networking and connectivity concepts, particularly in low-connectivity or decentralized environments.  
  • Knowledge of Linux/server environments, containerization, virtual machines, APIs, integrations, middleware and data flows.  
  • Familiarity with identity and access management concepts, including authentication, SSO, LDAP and role-based access control.  
  • Experience with Learning Management Systems (LMS) and eLearning standards such as SCORM, H5P, xAPI or mobile learning tools will be considered an asset.  
  • Experience working with external vendors, technical partners and cross-functional project teams is desirable.  
  • Experience in non-profit, humanitarian, international or complex operational environments will be considered a strong asset.  
  • Fluency in English (written and spoken) is required. Spanish, French and/or Arabic will be considered assets.  
  • Proficiency in Microsoft Office or equivalent tools. Basic SQL, data validation, scripting and/or automation skills will be considered assets. 

 

CONDITIONS 

  • Position based in one of the following MSF-OCBA Hubs: Bogotá, Dakar, Nairobi, Barcelona, Bilbao, Sevilla or Madrid.  
    • Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.). 
  • For level HQ-3A positions and if the role is based in one of our offices in Spain, the salary will be at €37.346,55. If the role is finally located at one of the OCBA regional hubs, compensation will be subject to the local pay scale applicable to that hub. 
  • Full-time job. 
  • Contract duration: until December 2027, with the possibility of extension. 
  • Starting date: October 2026.
