GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around 6 operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Bogota, Dakar and Amman. Field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations
Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU) in OCBA. The operational plan is channeling most of its energies and capacities towards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so, OCBA places Emergency Response to acute needs at the forefront of our organizational priorities and culture, reaching about 30% of our operational volume. We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.
MAIN PURPOSE
The Field Coordinator defines project operational strategies. She or he is responsible for MSF operational response in a given context of intervention, coordinating MSF program execution and identifying the population’s health needs and the humanitarian issues at stake. The FC ensures compliance to MSF charter, ethical standards and policies to realize organizational objectives and improve the target population’s health conditions and humanitarian situation. Occasionally, he or she will also be deployed on regular projects in countries where MSF OCBA possesses an Emergency Response capacity.
RESPONSABILITIES AND TASKS
- In close collaboration with the Emergency Coordinator, representing MSF and defending its interests before local authorities, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image. Raising awareness in the target population about the existence of MSF's programs.
- Monitoring and analysing the political and humanitarian situation in the project intervention area in order to identify the population’s health status and needs. Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions in order to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints to make intervention proposals, set project targets and to calculate material, human and financial resources needed. Bearing witness, documenting and raising awareness for the target populations needs/distress.
- Being accountable and supervising the execution of programs, including emergency response activities. Ensuring that the MSFs technical and ethical standards are followed and objectives are achieved. Coordinating activities with other MSF sections in the project region
- Being responsible for the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure both the sizing of the team and the amount of knowledge required for the project activities. Briefing the teams on context related issues. Ensuring the associative character of MSF is reflected in the briefing of all MSF staff, maximizing their commitment to MSF values and project’s goals
- Supervising the implementation of safety and health protocols in order to ensure safe working conditions for the project staff, ensuring, together with the Medical Referent, an optimum psychological status of all project staff, looking for and suggesting solutions in case of mental health related issues
- Ensuring data collection and epidemiological surveillance system, in agreement with the MedCo, in order to define effective medical programs for the targeted population.
- Evaluating program performance and providing all the required reports to HOM/ EMCO on project planning, project monitoring and project evaluation in line with Mission reporting cycle.
SELECTION CRITERIA
- Minimum of 18 months of experience or 3 missions with MSF as a Field Coordinator (FC) is required.
- Proven experience working in emergency operations and/or insecure or highly insecure contexts is essential.
- Demonstrated experience managing large and multicultural teams in complex operational environments.
- Working proficiency in at least two of the following languages: English, French and Spanish. Knowledge of additional languages will be considered an asset.
- Proficiency in Microsoft Office tools is required.
- Completion of PSP, ERT and/or FC/PMR training will be considered a strong asset.
- Availability to travel frequently and be based overseas, according to operational needs.
- Availability and willingness to work in unstable and/or Highly Insecure Contexts (HIC).
- Strong leadership, coordination and decision-making skills, with the ability to operate effectively in humanitarian and emergency settings.
CONDITIONS
- Based in the field during interventions.
- Salary defined by the MSF-Spain salary grid (Extra holidays, salary bonus related to MSF OCBA packages, Extra trainings)
- Commitment: 18 Months.
- Starting date: August 2026
