GENERAL CONTEXT OF THE POSITION

Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide.

 

Tembo is a learner-centered space that provides impactful and efficient digital learning and development opportunities, adapted for Global MSF Workforce to better contribute to MSF social mission — and aligned with MSF’s learning and organizational strategies.

 

Tembo is a personal and organizational digital learning & development ecosystem used across MSF. It provides a space for all Global MSF workforce to learn, develop themselves and share knowledge to improve the quality of our medical operations and our social mission. Tembo supports mutualization, interoperability and improved efficiency across the organization.

 

PLACEMENT WITHIN THE ORGANIZATION

  • Reports to: Tembo LMS Technical Referent.
  • Works in strict collaboration with: Tembo IT Team, Tembo teams, Projects & IT OCBA, and Learning Teams across the movement.

 

GENERAL OBJECTIVE

The Tembo IT Systems Officer is responsible for the day-to-day administration, monitoring, and technical support of the Tembo platform and its integrations, ensuring system stability, user assistance, and compliance with standards. The role executes advanced technical tasks and conducts analysis, providing recommendations to the Tembo LMS Technical Referent. Additionally, the position contributes to continuous improvement and implementation of IT best practices, under the guidance of the LMS Technical Referent.

 

KEY RESPONSIBILITIES

Platform Administration

  • Execute daily administration and monitoring of the Tembo platform, ensuring stability and performance in line with IT governance frameworks.
  • Identify functional and technical needs and provide recommendations in collaboration with the Digital Learning team.
  • Configure and implement new LMS features, following the technical guidance of the LMS Technical Referent.
  • Manage plugin updates, system checks, and coordinate with suppliers for upgrades and fixes.
  • Troubleshoot and resolve technical issues, escalating complex cases to the LMS Technical Referent or external providers when required.

 

Security and Compliance

  • Apply security protocols and data protection standards (e.g., GDPR), ensuring compliance with MSF policies.
  • Monitor compliance processes, document incidents, and escalate them according to procedures
  • Verify proper execution of secure data storage, backup processes, and data retention measures.

 

Infrastructure and Third-party systems

  • Coordinate with IT teams and external suppliers on infrastructure management for production, staging, and sandbox environments.
  • Support the management of integrations (e.g., SSO, authentication tools), ensuring their correct operation and compliance.

 

Roles and Permissions

  • Administer user roles, permissions, and access controls, ensuring proper alignment with organizational policies.
  • Regularly review access structures and propose adjustments for efficiency and compliance, for validation by the LMS Technical Referent.

 

Innovation and Evolution

  • Monitor platform updates and assess their applicability, sharing findings with the LMS Technical Referent.
  • Propose system improvements and small-scale innovations to increase efficiency, under the Referent’s guidance.
  • Document technical procedures and contribute to knowledge-sharing within the IT team.

 

SELECTION CRITERIA

Education and experience

  • University degree in Computer Science, Information Technology, or related field, or equivalent technical certification.
  • 2 years of professional experience in IT systems administration, ideally with Learning Management Systems (Totara, Moodle, Cornerstone) or similar platforms.
  • Experience in system monitoring, configuration, troubleshooting, and advanced user support.
  • Familiarity with data protection principles (e.g., GDPR) is a plus.
  • Basic knowledge of scripting or programming (e.g., PHP, HTML/CSS, SQL) is desirable.
  • Familiarity with eLearning standards (e.g., SCORM, H5P) is a plus.
  • Basic knowledge of authentication protocols (e.g., SSO, LDAP) or UX/UI is a plus.
  • Good communication skills and ability to work with non-technical team members.
  • Proficiency in Microsoft Office or similar tools.
  • Team-oriented with a willingness to learn and adapt.
  • Languages: English mandatory. Other languages (Spanish, French, Arabic) are a plus.

 

CONDITIONS

  • Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.).
  • Full time job.
  • Annual gross salary: HQ-3A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
