GENERAL CONTEXT OF THE POSITION
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department.
Tembo is a learner-centered space that provides impactful and efficient digital learning and development opportunities, adapted for Global MSF Workforce to better contribute to MSF social mission — and aligned with MSF’s learning and organizational strategies.
MAIN PURPOSE
Coordinate the development and implementation of technical projects that support MSF’s digital learning initiatives, with a particular focus on field-based solutions. The role ensures effective planning, execution, and collaboration across stakeholders to improve equitable and inclusive access to Tembo’s platform, especially in low- or no-connectivity contexts.
GENERAL OBJECTIVE
The Technical Project Coordinator plays a key role in advancing Tembo's strategic goals. While the role may support a variety of technical projects, it places particular emphasis on addressing barriers to digital learning in low-connectivity or infrastructure-limited field locations. In close collaboration with Tembo teams, technical partners, and MSF stakeholders, the coordinator oversees the planning, implementation, and quality control of technical solutions — with a focus on improving access to Tembo’s platform in field environments.
KEY RESPONSIBILITIES
Project Planning and Management:
- Define the project plan, including timelines and milestones.
- Contribute to the project scope definition, goals, and deliverables that support the Tembo Strategic Orientations.
- Follow and track project timelines and milestones using appropriate tools.
- Identify potential risks and propose necessary mitigation and contingency plans.
- Prepare detailed progress reports, presentations and other required documentation for Program Manager and Tembo Management team, to support strategic decision-making.
- Ensure project deliverables meet the required quality standards.
Technical Supervision
- Define Technical Specifications, Project Charters, Terms of Reference for the different projects activities as needed.
- Review technical aspects such as architecture, specifications, etc.
- Create and maintain comprehensive documentation for all technical aspects of the project, including system architectures, implementation plans, and user guidelines.
- Ensure that all technical activities comply with international standards and MSF’s operational policies, with particular focus on Information Security and Data Protection on the solutions.
- Ensure seamless integration of new solutions with the Tembo e-learning platform and MSF infrastructure.
- Stay alert of advancements in technology that could impact project outcomes. Lead efforts to incorporate innovative practices with a special focus on technologies that can enhance the accessibility and effectiveness of e-learning in connectivity-constrained environments.
Team Collaboration
- Work with other Tembo team members on an ad-hoc basis on specific aspects of the projects.
Vendor and Technology Partnerships
- Manage relationships with technology vendors and partners to ensure the delivery of high-quality solutions.
- Track and manage commercial aspects such as quotations, invoices, etc
- Select, benchmark and evaluate different technical solutions based on requirements and needs collected.
Stakeholder Management
- Build and maintain relationships with all project stakeholders, either Tembo internal or external, either HQ or field based, such as IT specialists, connectivity experts, Field ICT experts, e-learning officers, e-learning specialists.
- Conduct project presentations as needed for the Tembo Governance and other bodies.
SELECTION CRITERIA
Education and experience
- Bachelor’s degree in computer science, telecommunications or related field.
- Certification in Project management methodologies (Agile, PMP, Prince, ITIL…) is a plus..
- Experience providing support to systems and telecommunication services in complex contexts.
- Experience in Project Management or Project Coordination.
- Experience working with MSF mandatory. Highly desirable knowledge of field operations and context.
- Experience in deploying and delivering support to Microsoft platforms: Windows Operating Systems, O365 applications & tools, cloud-based environment. Certification is an asset.
- Experience in network administration, monitoring and troubleshooting (software/hardware configuration for access points, switches, routers and firewalls). Cisco, Cisco-Meraki or Fortinet certification is an asset.
- Experience in Learning Management Systems (LMS) is an asset.
- Experience in integration of enterprise systems is an asset.
Languages and Knowledge
- Excellent level of English is mandatory, and good command of French or Spanish is a plus.
- Thorough knowledge of connectivity technologies including satellite services such as: VSAT, BGAN or satphones. Certification is an asset.
- Thorough knowledge of Information Security Management (principles, best practices and tools).
- Familiarity with MDT- Microsoft Deployment Tool or similar solutions.
CONDITIONS
- Position based in any MSF-OCBA Hub: Amman, Bogotá, Dakar, Nairobi, Barcelona or Madrid. Final location will be subject to the employability of the preselected candidate (e.g., residency, work permit, etc.) With frequent visits to the field (up to 30% of the time)

- Annual gross salary: HQ-3B level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
